What should concern us is the failure of our top security organizations to nab the culprits of Dabholkar, Kalburgi and Pansare. Mumbai and Delhi police do this often and we have seen this during Nirbhaya and Mumbai rape cases. But the failure of police to track culprits shows that there must be some organization which is helping these people to remain intact in some isolated place.
