IPS officers job is very simple and defined mainly to maintain law and order of state where they are posted. They should this kind of duty only and remained within the state,why they wants to run away from this simple duty. I know they are most incapable lot and burden on states as well as to central government too. They don’t do any specific kind of skilled job which other organizations needs them. They forcibly enter into various central government organisations and particularly into CAPF because being monopoly of IAS officer they throw them out from other administrative duties at Central government. Their IQ is also very poor and helpless Buddies, They needs comfortable and easy going life. Central government should not allow them to move beyond their limits and strict disciplinary action against all those IPS who moved to court against CAPF.
Due huge deficiency of capable IPS officers in Union of India. The Respondent No.1 recklessly appointing incapable NON-IPS official on the posts of Higher Authorities in Central Armed *POLICE* Forces also. Almost at every level from the Dy.Commandant-(Dy.SP), Second in Command, Commandant, DIGP, IGP and upto zonal DGP-Directorate General of Police “about 99%” Authorities are Non-IPS in CAPF(Central Armed *Police* Forces), and remaining just “1% IPS officers” can’t handle entire responsibilities of such a huge Central Armed Police Force Department in better way. Looking on Non-IPS officers unfair efforts to occupy all higher cadre DGP ranks in Central Armed Police Forces and situations it seems that further the remaining 1% IPS officers place may also be replaced by Non-IPS officers of CAPF. Therefore “officershahi”, “mannmani” “gundagardi, laparvahi, and gair-jimmedhari” by Incapable Non-IPS officers in Central Armed Police Forces, especially in CRPF(Central Reserve Police Force) is growing up and causing worst 36 types of all other worseness which the petitioner mentioned in 36 points sought through RTI on inhumanity matters i.e. Fratricidal, Suicidal, Accidental, Negligent Operational and Medical casualties, Illegal Activities, Injustice and Violations of human rights type complaints are at the peak level in CENTRAL ARMED POLICE FORCES especially in CRPF comparatively by settled State’s Police Forces departments etc operated by capable IPS officers. Now, at present situation of CRPF is gone to much more worst among other forces. In the same route from where ARMY, BSF and other forces convoys passes safely, but there the convoy of CRPF get hits a attack and losses above then 44 lives of innocent soldiers (Pulwama Attack). In LWE area, Where the Chattiagarh and other police force’s Greyhounds, SOG’s and STF’s are also conducting successful Anti-Naxal operations there the CRPF losses 75 innocent Soldiers within a single attack. There are thousands of such examples in which CRPF is getting failed and loosing huge count of men in negligent operations. Even on looking on such worst ground level performance of lower formations headed by NON-IPS officers, even then Union of Indian government Declared CAPF as “Organized Service” and started replacing higher level posts of CAPF headed by Standard IPS officers with incapable Non IPS officers.
Security strategies are going worst day by day. At present Internal security Policing we’re divided into two types of “Organized Services” 1 Non IPS standard CAPF and 2 IPS standard State governing Police Forces. Looking on such foolish security strategies of Government to to provide various types of enjoyments to incapable Non IPS Police authority in Central Government Police Agencies it seems further Defence of Nation may also divided into different organized services and create Problems to Presidency Rules of Nation. Till now there was types of ideal Securities i.e 1) Defence-Army, Navy, Air Force. 2) Internal Security-CAPFs and State Polices. The people of nation availed still now. But recently Policing of nation we’re looking two different type of Police organized services 1) IPS quality State Police organizations and 2) Non-IPS Standard Central Armed Police Forces

IPS offcers must be allowed deputation to capf but not for the post of digp and above. They must be deputed at entry level as Assistant Commandant (Dy.sp) for at least 5 years to command a Company to know the ground level situation in toughest operational area. There should be a clear rule not to allow an ips at higher level who did not commanded a coy as dy.sp in capf for at least 5 year. Holding the post of digp and above on deputation is so easier than commanding a coy in operational area.

Heartiest Congratulations to the force for the well deserved ruling. But one thing to point out is not all Group A officers are entitled for NFFU as written in the article. Armed forces officers are Group A officers and are not entitled for NFFU
Every organisation has its own work style and ethos. From this point of view putting IPS officers on top of people recruited directly to various posts on the cadres of different central police organisations is undesirable. But it is sometimes desirable to bring in an outsider when politics within the organisation give rise to coteries working at cross purposes with the objectives and principles of the organisation. So a deputation reserve allowing IPS officers to come on deputation at various levels but in reduced numbers and only when it is deemed absolutely necessary and in public interest should be retained. I am not an IPS officer but am a retired All India Service officer and speak from experience.
So from same logic sir .. in states deputation quota should be created for non ips non ias central officers so that politics within organisation is checked as states have more political interference as well ??

‘Tyrranical’ is actually the behavior and conduct of CAPF officers towards their subordinates. Sadly the authors write their stories on their desks. And hv no idea of the realities. CAPF officers are already a very privileged lot, wailing for more and more privileges in the name of suppression by IPS. The fact is, the CAPF officers lack the broad minded thinking and vision of IPS officers and very stereo-typical. If a secret survey is conducted amongst the lowest strata of the force (Constabulary and Subordinate Officers), they’ll surely opine that CAPF officers shouldn’t be promoted beyond the rank of Commandant (SSP) and that all of them like IPS officers as their commanders. CAPF officers have carefully ‘preserved’ the one-way system left behind by the British and now, when stung once by it, are crying wolf. The fact is all of them enjoy all undue obligations like vehicle, orderly, supporting staff for home over and above their due advantages and what not ? Their total CTC is many times their actual salaries and benefits. Everything is almost free for them.

पुलिस फोर्स और पैरा मिलिट्री फोर्स के कार्यों में जमीन आसमान का अंतर है। सरकार को उसी हिसाब से उनका ,, कमांड स्तर,, बनाना चाहिए। अगर सरकार आई पी एस ,आफिसर को पैरा मिलिट्री फोर्स का मुखिया नियुक्त करना चाहती है उन्हें कम से कम एक साल का अलग कोर्स उनके लिए चलाना चाहिए और यह निश्चित करना चाहिए कि केवल उच्च स्तर की परीक्षा पास किये हुए आई पी एस आफिसर ही बटालियन स्तर से अपना कैरियर प्रारंभ करें,पर यह भी ध्यान दें कि इन नियुक्तियों में ओरीजनल कैडर के आफिसर का प्रोमोशन भी न रूके। एक बड़े लेबल में नियुक्ति ,,एक तरह की पैराडरोपिग,, ही साबित होती है जो दो या तीन साल की होती है ,जब तक मुखिया फोर्स को समझने के लायक होता है ,वह कहीं और विदा हो जाता है। सब आई पी एस आफिसर एक जैसे नहीं होते यह भी सच है। विसंगतियों की कोई कमी नहीं,एक ढूंढो हजार मिलती है। एक आर्गेनाइजेशन में उपर से नीचे तक अगर टीम वर्क नहीं है ,तो वह कामयाब कम ,और आलोचनाओं का शिकार ज्यादा होती है , मुख्य कारण ,,मैं बड़ा,, की गलत भावना भी है जिसमें आपसी टकराव होने का खतरा नज़र अंदाज़ नहीं किया जा सकता। हम सब ,,देश ,,के लिए वाली भावना बहुत जरूरी है। व्यक्तिगत स्पर्धा हर संस्थान में रहती हैं ,जो मुखियाओं पर सुनिश्चित करती है। सच यही है पर बहुत कड़वा।

It is the untiring efforts of of CAPFs officers who brought the sucess through Supreme Court order before which the govt. had opposed them ,therefore ,giving credit to PM Modiji/BJP is wholly misplaced and looks sychophantic . Thirty three percent posts in DIG rank in all CAPFs came not through govt .efforts but by efforts of Shri Ishwar Singh of CISF ,about two decades back .

Reply to@ust : I had worked under IPS for thirty five years in senior positions , also worked with CAPFs and undergone training in CAPFs institutions .CAPFs officers are no match for IPS officers in intellect , vision ,attitude and professionalism .It is IPS which is providing uniformity in policing in respect of law and order and investigation of crime issues all over the country . Majority of them maintain standards of integrity and some of them were found to be crusaders against corruption . They are now less vulnerable to political pressure as Supreme Court in Prakash Singh Vs UOI and Others have fixed tenure of SHOs , DySPs /SDPOs ,Distt SPs ,DIG (Ranges ) and IGP(Zones ),Spl. DGPs(Law and Order ) and DGPs /Commissioner of Police to minimum two years except in exceptional cases .Since the country has acquired “inflatory tendencies ” in law and order due to kind of politics prevailing in the country since 1970’s ,it is high to further insulate police from political pressures and strengthen hands of IPS .

1) IPS has 40% Central Deputation Reserve posts (CAPF ,CBI ,IB,RAW, Public Sector Undertakings and Central Ministries etc) and 25% posts in State Deputation Reserve (within their own State Cadre on Central Deputation lines) sanctioned against IPS Cadre Posts for each IPS Cadre e.g Rajasthan ,Kerala etc.,as per the IPS (Cadre Fixation Strength )Regulations ,1958 , . Now Central Deputation % of IPS needs to be REDUCED to below 20% so that CAPF officers move further up in their Cadre ;(2) CAPF officers be given posts of Joint Secretary ,Additional Secretary and Special Secretary in Ministry of Home Affairs , to process the issues relating to their own deptts.,including Internal Security and service matters or at least one Joint Secretary post be given to process such matters ,IPS presently have two ;(3) IPS is sucessor of I.P. i.e Imperial Police established by Britishers in India ,who had abolished the same in their own country and direct recruitment is done at the level of constable for achieving high professional standards ,the highest officer is designated as Chief Constable ; (4) IPS has Associations registered with MHA for cultural and social purposes but keep raising the service issues with it and Pay Comissions though prohibited under the Police (Restriction of Rights Act ),1966 and the Police (Incitement to Disaffection )Act ,1922 ; (5) Direct recruits of State Police Services joinimg at level of Deputy Supdt. of Police /Asstt.Commissioner of Police are also suffer a lot as in large number of States /Union Teritories they get promoted to IPS in Supdt.of Polce /Deputy Commissioner of Police rank after rendering 22/24/26 of service as their quota in IPS promotion is now only 33% ,saw a rise from meagre 25% after Supreme Court directed Central Govt.to compute same against State Deputation Reserve also .Note :In Jammu and Kashmir ,it is 50% since I974 .Despite Court directions in 1999 to raise it for other cadres ,govt has NOT decided and left it in LIMBO ! (6) CAPFs remain too mobile,too cut off from their families ,need more peace stations on lines of Army and absorption in State Police /State Govts of their domicile after rendering 20 /22/25 years of service ,particularly from Ct to Inpr rank officers .
The “Organised Ownership” of IPS over plethora of armed police forces has been the result of their efforts to find parking places for ever-promoting cadres. The IPS have neither any interest nor love-lost towards these CAPF organisations. They simply parachute in their hierarchy without knowing a bit about them.
The IPS have no real connect with none of these organisations they claim to have under their command. They, as DIGs, simply land over them.
In fact, the IPS cadre has created BSF, ITBP, CRPF, COBRA, SSB, etc, etc, to ensure their cadres get adequate parking place rather than lose out on promotions.
No wonder, the lowest rank they retire is, DIG. Whereas the weather-beaten, experienced unit cadres cannot see light above battalion levels.
Good observation. These cadres hold imperialistic views and not democratic principles.
Without IAS, IPS, IFS etc – India would be like Somalia – broken into pieces by corrupt politicians where everything would be sold off or destroyed for profit and greed. These are not called “steel frame” of India for fun – IPS officers have been sacrificing their lives for decades to protect the public – be it in jungles against Naxals or in slums against gangasters. The IAS has built the cities, the damns, started Green Revolution, airports, IITs, and even ISRO/ DRDO are all enabled and helped by IAS. IAS is also responsible for making sure that the Indian military is firmly under civilian control. The IFS has on the other hand been tirelessly working the jobs of conducting diplomacy for a nation of 1 billion people across 200 countries with less than 1000 officers – responding day and night to crisis that affect India globally with a cadre strength less than a state post office. Every single UN treaty, Free trade Agreement, Foreign visit, Bi-lateral deal between both central and state govts with any foreign govt/state or entity is handled by just 1000 officers.
It is easy to slam these people as inept and incompetent and useless . But the difference between India and Pakistan or Afghanistan is the professional character of the Indian civil services. A strong and competent civil service is also the foundation of China’s strength and dominance. A strong nation needs the best civil servants – and Indian civil servants have taken a totally poor and illiterate country and made it a nuclear and space power today with the world’s fifth largest economy under a democratic Constitution . This is not a small achievement.

The perfect title for this news. The IPS is a parasites force living on the blood of others. It is good that a new cadre has been formed ending the TYRANNY OF IPS. Now for other organizational matters they will have to face the tyranny of IAS, the other parasites on the blood of the people.
New Cadre hasn’t been formed – only same cadre is being “upgraded” to Group A status. And in a Govt NOBODY is “supreme” – everyone has somebody above them and somebody below them – that is how hierarchy functions. IPS will still be an integral part of CAPFs – to think they will disappear from CAPFs is absurd.
IPS has no “Tyranny” – joining IPS is through the hardest examination in India – UPSC exam. Only the best and brightest (reservations allowing) are selected. Those who cannot join as IPS or other Group A join BSF, CRPF etc . That is a fact. You can’t be under the “tyranny” of IPS since you were never the SAME as IPS to begin with. CAPFs have many IPS officers who have spent 10-20 years only in these organizations – so it is wrong to claim that IPS is paradropped on them.
Now Govt. must think and must come a step further to create a new ministry “Ministry of Homeland Security”. Which will be comprised of CRPF, BSF, CISF, SSB, ITBP, ASSAM RIFLES, NSG and COAST GUARD. And create a officer pool for ‘Central Police Service(CPS)’. Which only focus on the internal security matters and a better coordination with MoD, Army, Navy, Air Force. Let the MAH focus on Police Service and Administrative Service for better bureaucracy.
The Central Armed Police Forces have almost a million men, roughly the size of the Army. They should have an officer corps of their own, going all the way to the top. For that matter, so should the CBI and the two premier intelligence agencies.
It was long due…. Infact it is time to restrict IPS to serve at state level forces only…for that matter IPS should be made liable to serve All India without any restriction of a state cadre… Or they should be made to select 3 states Cadres where they can serve 10 years of tenure in each state.
It is absolutely foolish and naive to think that the tyranny of the IPS officers over the CAPF will now end. Administration of the careers of these officers is run at the central Secretariat. It is only the CSS people, under the supreme control of the IAS and assisted inter alia by the IPS, who run this administration. The IPS will thus continue to have a crucial role in maneuvering the careers of the CAPF personnel as usual.
CSS and IAS is a lethal combination in the Central Ministries , where an IPS is either absent or an odd officer is posted .In Ministry of Home Affairs ,two are posted ,one out of compulsion ;but it is the Annunal Performance Appraisal Report of CAPFs officers recorded ,reviewed and accepted by their own officers and /or IPS ,which would matter . CAPFs officers need to acquire high professionalism in furnishing their own APARs at the end of ‘Reporting Year ‘ or Recording and Reviewing the same of their subordinates . For higher posts ,CAPFs officers be made chairmen and members of DPC . They should promptly seek upgradation of APARs as per Supreme Court judgement in Dev Dutt case ,even engage competent service matters lawyers for the same ,if need arises .

IPS officers job is very simple and defined mainly to maintain law and order of state where they are posted. They should this kind of duty only and remained within the state,why they wants to run away from this simple duty. I know they are most incapable lot and burden on states as well as to central government too. They don’t do any specific kind of skilled job which other organizations needs them. They forcibly enter into various central government organisations and particularly into CAPF because being monopoly of IAS officer they throw them out from other administrative duties at Central government. Their IQ is also very poor and helpless Buddies, They needs comfortable and easy going life. Central government should not allow them to move beyond their limits and strict disciplinary action against all those IPS who moved to court against CAPF.
Due huge deficiency of capable IPS officers in Union of India. The Respondent No.1 recklessly appointing incapable NON-IPS official on the posts of Higher Authorities in Central Armed *POLICE* Forces also. Almost at every level from the Dy.Commandant-(Dy.SP), Second in Command, Commandant, DIGP, IGP and upto zonal DGP-Directorate General of Police “about 99%” Authorities are Non-IPS in CAPF(Central Armed *Police* Forces), and remaining just “1% IPS officers” can’t handle entire responsibilities of such a huge Central Armed Police Force Department in better way. Looking on Non-IPS officers unfair efforts to occupy all higher cadre DGP ranks in Central Armed Police Forces and situations it seems that further the remaining 1% IPS officers place may also be replaced by Non-IPS officers of CAPF. Therefore “officershahi”, “mannmani” “gundagardi, laparvahi, and gair-jimmedhari” by Incapable Non-IPS officers in Central Armed Police Forces, especially in CRPF(Central Reserve Police Force) is growing up and causing worst 36 types of all other worseness which the petitioner mentioned in 36 points sought through RTI on inhumanity matters i.e. Fratricidal, Suicidal, Accidental, Negligent Operational and Medical casualties, Illegal Activities, Injustice and Violations of human rights type complaints are at the peak level in CENTRAL ARMED POLICE FORCES especially in CRPF comparatively by settled State’s Police Forces departments etc operated by capable IPS officers. Now, at present situation of CRPF is gone to much more worst among other forces. In the same route from where ARMY, BSF and other forces convoys passes safely, but there the convoy of CRPF get hits a attack and losses above then 44 lives of innocent soldiers (Pulwama Attack). In LWE area, Where the Chattiagarh and other police force’s Greyhounds, SOG’s and STF’s are also conducting successful Anti-Naxal operations there the CRPF losses 75 innocent Soldiers within a single attack. There are thousands of such examples in which CRPF is getting failed and loosing huge count of men in negligent operations. Even on looking on such worst ground level performance of lower formations headed by NON-IPS officers, even then Union of Indian government Declared CAPF as “Organized Service” and started replacing higher level posts of CAPF headed by Standard IPS officers with incapable Non IPS officers.
Security strategies are going worst day by day. At present Internal security Policing we’re divided into two types of “Organized Services” 1 Non IPS standard CAPF and 2 IPS standard State governing Police Forces. Looking on such foolish security strategies of Government to to provide various types of enjoyments to incapable Non IPS Police authority in Central Government Police Agencies it seems further Defence of Nation may also divided into different organized services and create Problems to Presidency Rules of Nation. Till now there was types of ideal Securities i.e 1) Defence-Army, Navy, Air Force. 2) Internal Security-CAPFs and State Polices. The people of nation availed still now. But recently Policing of nation we’re looking two different type of Police organized services 1) IPS quality State Police organizations and 2) Non-IPS Standard Central Armed Police Forces

Non-IPS headed CAPF may break all past records of human rights voilations, suicidal-fratricidal-operational-casualities, criminal activities, service relevant injustice and all disaster may form new level of world records. Dicision of Non-IPS officers for central policing agencies may cause huge loss to civil people of nation.
Such Hell directions of Union of India by choosing Non-IPS officers for high command and loosing intelligence civil IPS officers who were been shield of CAPF by replacing with Non-IPS officers is totally unfair for all. IPS offcers must be allowed deputation to capf but not for the post of digp and above. They must be deputed at entry level as Assistant Commandant (Dy.sp) for at least 5 years to command a Company to know the ground level situation in toughest operational area. There should be a clear rule not to allow an ips at higher level who did not commanded a coy as dy.sp in capf for at least 5 year. Holding the post of digp and above on deputation is so easier than commanding a coy in operational area.

Heartiest Congratulations to the force for the well deserved ruling. But one thing to point out is not all Group A officers are entitled for NFFU as written in the article. Armed forces officers are Group A officers and are not entitled for NFFU

Every organisation has its own work style and ethos. From this point of view putting IPS officers on top of people recruited directly to various posts on the cadres of different central police organisations is undesirable. But it is sometimes desirable to bring in an outsider when politics within the organisation give rise to coteries working at cross purposes with the objectives and principles of the organisation. So a deputation reserve allowing IPS officers to come on deputation at various levels but in reduced numbers and only when it is deemed absolutely necessary and in public interest should be retained. I am not an IPS officer but am a retired All India Service officer and speak from experience.
So from same logic sir .. in states deputation quota should be created for non ips non ias central officers so that politics within organisation is checked as states have more political interference as well ??

‘Tyrranical’ is actually the behavior and conduct of CAPF officers towards their subordinates. Sadly the authors write their stories on their desks. And hv no idea of the realities. CAPF officers are already a very privileged lot, wailing for more and more privileges in the name of suppression by IPS. The fact is, the CAPF officers lack the broad minded thinking and vision of IPS officers and very stereo-typical. If a secret survey is conducted amongst the lowest strata of the force (Constabulary and Subordinate Officers), they’ll surely opine that CAPF officers shouldn’t be promoted beyond the rank of Commandant (SSP) and that all of them like IPS officers as their commanders. CAPF officers have carefully ‘preserved’ the one-way system left behind by the British and now, when stung once by it, are crying wolf. The fact is all of them enjoy all undue obligations like vehicle, orderly, supporting staff for home over and above their due advantages and what not ? Their total CTC is many times their actual salaries and benefits. Everything is almost free for them.

पुलिस फोर्स और पैरा मिलिट्री फोर्स के कार्यों में जमीन आसमान का अंतर है। सरकार को उसी हिसाब से उनका ,, कमांड स्तर,, बनाना चाहिए। अगर सरकार आई पी एस ,आफिसर को पैरा मिलिट्री फोर्स का मुखिया नियुक्त करना चाहती है उन्हें कम से कम एक साल का अलग कोर्स उनके लिए चलाना चाहिए और यह निश्चित करना चाहिए कि केवल उच्च स्तर की परीक्षा पास किये हुए आई पी एस आफिसर ही बटालियन स्तर से अपना कैरियर प्रारंभ करें,पर यह भी ध्यान दें कि इन नियुक्तियों में ओरीजनल कैडर के आफिसर का प्रोमोशन भी न रूके। एक बड़े लेबल में नियुक्ति ,,एक तरह की पैराडरोपिग,, ही साबित होती है जो दो या तीन साल की होती है ,जब तक मुखिया फोर्स को समझने के लायक होता है ,वह कहीं और विदा हो जाता है। सब आई पी एस आफिसर एक जैसे नहीं होते यह भी सच है। विसंगतियों की कोई कमी नहीं,एक ढूंढो हजार मिलती है। एक आर्गेनाइजेशन में उपर से नीचे तक अगर टीम वर्क नहीं है ,तो वह कामयाब कम ,और आलोचनाओं का शिकार ज्यादा होती है , मुख्य कारण ,,मैं बड़ा,, की गलत भावना भी है जिसमें आपसी टकराव होने का खतरा नज़र अंदाज़ नहीं किया जा सकता। हम सब ,,देश ,,के लिए वाली भावना बहुत जरूरी है। व्यक्तिगत स्पर्धा हर संस्थान में रहती हैं ,जो मुखियाओं पर सुनिश्चित करती है। सच यही है पर बहुत कड़वा।

It is the untiring efforts of of CAPFs officers who brought the sucess through Supreme Court order before which the govt. had opposed them ,therefore ,giving credit to PM Modiji/BJP is wholly misplaced and looks sychophantic . Thirty three percent posts in DIG rank in all CAPFs came not through govt .efforts but by efforts of Shri Ishwar Singh of CISF ,about two decades back .

Reply to@ust : I had worked under IPS for thirty five years in senior positions , also worked with CAPFs and undergone training in CAPFs institutions .CAPFs officers are no match for IPS officers in intellect , vision ,attitude and professionalism .It is IPS which is providing uniformity in policing in respect of law and order and investigation of crime issues all over the country . Majority of them maintain standards of integrity and some of them were found to be crusaders against corruption . They are now less vulnerable to political pressure as Supreme Court in Prakash Singh Vs UOI and Others have fixed tenure of SHOs , DySPs /SDPOs ,Distt SPs ,DIG (Ranges ) and IGP(Zones ),Spl. DGPs(Law and Order ) and DGPs /Commissioner of Police to minimum two years except in exceptional cases .Since the country has acquired “inflatory tendencies ” in law and order due to kind of politics prevailing in the country since 1970’s ,it is high to further insulate police from political pressures and strengthen hands of IPS .

1) IPS has 40% Central Deputation Reserve posts (CAPF ,CBI ,IB,RAW, Public Sector Undertakings and Central Ministries etc) and 25% posts in State Deputation Reserve (within their own State Cadre on Central Deputation lines) sanctioned against IPS Cadre Posts for each IPS Cadre e.g Rajasthan ,Kerala etc.,as per the IPS (Cadre Fixation Strength )Regulations ,1958 , . Now Central Deputation % of IPS needs to be REDUCED to below 20% so that CAPF officers move further up in their Cadre ;(2) CAPF officers be given posts of Joint Secretary ,Additional Secretary and Special Secretary in Ministry of Home Affairs , to process the issues relating to their own deptts.,including Internal Security and service matters or at least one Joint Secretary post be given to process such matters ,IPS presently have two ;(3) IPS is sucessor of I.P. i.e Imperial Police established by Britishers in India ,who had abolished the same in their own country and direct recruitment is done at the level of constable for achieving high professional standards ,the highest officer is designated as Chief Constable ; (4) IPS has Associations registered with MHA for cultural and social purposes but keep raising the service issues with it and Pay Comissions though prohibited under the Police (Restriction of Rights Act ),1966 and the Police (Incitement to Disaffection )Act ,1922 ; (5) Direct recruits of State Police Services joinimg at level of Deputy Supdt. of Police /Asstt.Commissioner of Police are also suffer a lot as in large number of States /Union Teritories they get promoted to IPS in Supdt.of Polce /Deputy Commissioner of Police rank after rendering 22/24/26 of service as their quota in IPS promotion is now only 33% ,saw a rise from meagre 25% after Supreme Court directed Central Govt.to compute same against State Deputation Reserve also .Note :In Jammu and Kashmir ,it is 50% since I974 .Despite Court directions in 1999 to raise it for other cadres ,govt has NOT decided and left it in LIMBO ! (6) CAPFs remain too mobile,too cut off from their families ,need more peace stations on lines of Army and absorption in State Police /State Govts of their domicile after rendering 20 /22/25 years of service ,particularly from Ct to Inpr rank officers .
The “Organised Ownership” of IPS over plethora of armed police forces has been the result of their efforts to find parking places for ever-promoting cadres. The IPS have neither any interest nor love-lost towards these CAPF organisations. They simply parachute in their hierarchy without knowing a bit about them.
The IPS have no real connect with none of these organisations they claim to have under their command. They, as DIGs, simply land over them.
In fact, the IPS cadre has created BSF, ITBP, CRPF, COBRA, SSB, etc, etc, to ensure their cadres get adequate parking place rather than lose out on promotions.
No wonder, the lowest rank they retire is, DIG. Whereas the weather-beaten, experienced unit cadres cannot see light above battalion levels.
The recruitment of erudite personnel through IAS,IFS,IPS,ect exams is itself a stupid practise as these persons learn only AFTER a calamity.

Without IAS, IPS, IFS etc – India would be like Somalia – broken into pieces by corrupt politicians where everything would be sold off or destroyed for profit and greed. These are not called “steel frame” of India for fun – IPS officers have been sacrificing their lives for decades to protect the public – be it in jungles against Naxals or in slums against gangasters. The IAS has built the cities, the damns, started Green Revolution, airports, IITs, and even ISRO/ DRDO are all enabled and helped by IAS. IAS is also responsible for making sure that the Indian military is firmly under civilian control. The IFS has on the other hand been tirelessly working the jobs of conducting diplomacy for a nation of 1 billion people across 200 countries with less than 1000 officers – responding day and night to crisis that affect India globally with a cadre strength less than a state post office. Every single UN treaty, Free trade Agreement, Foreign visit, Bi-lateral deal between both central and state govts with any foreign govt/state or entity is handled by just 1000 officers.
It is easy to slam these people as inept and incompetent and useless . But the difference between India and Pakistan or Afghanistan is the professional character of the Indian civil services. A strong and competent civil service is also the foundation of China’s strength and dominance. A strong nation needs the best civil servants – and Indian civil servants have taken a totally poor and illiterate country and made it a nuclear and space power today with the world’s fifth largest economy under a democratic Constitution . This is not a small achievement.

The perfect title for this news. The IPS is a parasites force living on the blood of others. It is good that a new cadre has been formed ending the TYRANNY OF IPS. Now for other organizational matters they will have to face the tyranny of IAS, the other parasites on the blood of the people.
New Cadre hasn’t been formed – only same cadre is being “upgraded” to Group A status. And in a Govt NOBODY is “supreme” – everyone has somebody above them and somebody below them – that is how hierarchy functions. IPS will still be an integral part of CAPFs – to think they will disappear from CAPFs is absurd.
IPS has no “Tyranny” – joining IPS is through the hardest examination in India – UPSC exam. Only the best and brightest (reservations allowing) are selected. Those who cannot join as IPS or other Group A join BSF, CRPF etc . That is a fact. You can’t be under the “tyranny” of IPS since you were never the SAME as IPS to begin with. CAPFs have many IPS officers who have spent 10-20 years only in these organizations – so it is wrong to claim that IPS is paradropped on them.
Now Govt. must think and must come a step further to create a new ministry “Ministry of Homeland Security”. Which will be comprised of CRPF, BSF, CISF, SSB, ITBP, ASSAM RIFLES, NSG and COAST GUARD. And create a officer pool for ‘Central Police Service(CPS)’. Which only focus on the internal security matters and a better coordination with MoD, Army, Navy, Air Force. Let the MAH focus on Police Service and Administrative Service for better bureaucracy.
The Central Armed Police Forces have almost a million men, roughly the size of the Army. They should have an officer corps of their own, going all the way to the top. For that matter, so should the CBI and the two premier intelligence agencies.
It was long due…. Infact it is time to restrict IPS to serve at state level forces only…for that matter IPS should be made liable to serve All India without any restriction of a state cadre… Or they should be made to select 3 states Cadres where they can serve 10 years of tenure in each state.
It is absolutely foolish and naive to think that the tyranny of the IPS officers over the CAPF will now end. Administration of the careers of these officers is run at the central Secretariat. It is only the CSS people, under the supreme control of the IAS and assisted inter alia by the IPS, who run this administration. The IPS will thus continue to have a crucial role in maneuvering the careers of the CAPF personnel as usual.
CSS and IAS is a lethal combination in the Central Ministries , where an IPS is either absent or an odd officer is posted .In Ministry of Home Affairs ,two are posted ,one out of compulsion ;but it is the Annunal Performance Appraisal Report of CAPFs officers recorded ,reviewed and accepted by their own officers and /or IPS ,which would matter . CAPFs officers need to acquire high professionalism in furnishing their own APARs at the end of ‘Reporting Year ‘ or Recording and Reviewing the same of their subordinates . For higher posts ,CAPFs officers be made chairmen and members of DPC . They should promptly seek upgradation of APARs as per Supreme Court judgement in Dev Dutt case ,even engage competent service matters lawyers for the same ,if need arises .
