Indore, Jul 22 (PTI) The Madhya Pradesh High Court on Tuesday expressed displeasure over the blatant violation of traffic rules in Indore, and said strict measures like imposing heavy fines on violators were required to deal with this problem.
The bench of Justices Vivek Rusia and Justice Binod Kumar Dwivedi of the high court made this observation while hearing a Public Interest Litigation (PIL) filed by a social organisation named ‘Rajlakshmi Foundation’.
The petition drew the court’s attention to the poor traffic system in the city.
District Magistrate Ashish Singh, Indore Municipal Corporation Commissioner Shivam Verma and City Police Commissioner Santosh Kumar Singh were also present in the court during the hearing on the petition.
Justice Rusia said the same kind of civic sense should be developed in the city for observance of traffic rules, as has been developed regarding cleanliness.
“Civic sense has developed in your state regarding cleanliness because earlier you imposed heavy fines (on violators) and no court interfered (in this regard). Why should not the same method be applied in the traffic system?” the judge said.
“In your state, people are still roaming around without any fear as three persons are seen riding a single two-wheeler without wearing helmets. They park their vehicles anywhere. These problems will not go away until such people are fined heavily,” the court said.
The high court has appointed Mayor Pushyamitra Bhargava as amicus curiae in the matter of the city’s traffic system. Before joining active politics, Bhargava has worked as additional advocate general in the Indore bench of the high court.
Bhargava suggested that strict steps need to be taken to improve the city’s traffic system and especially clear rules need to be made in line with the policies of the central and state governments regarding e-rickshaws.
During the hearing on the petition, senior advocate Ajay Bagaria represented the petitioner ‘Rajlakshmi Foundation’, while Bhuvan Gautam argued on behalf of the state government and Indore Municipal Corporation (IMC).
The high court reserved its decision after hearing arguments from all the parties concerned. PTI HWP MAS NP
