New Delhi, May 15 (PTI) The Railway Board has expressed concern over delays in transferring employees from various zones and divisions to the newly created South Coast Railway Zone and Rayagada Division under the East Coast Zone.
The Board said several zonal railways have not released employees in a time-bound manner, which may lead to manpower shortages and impact the efficient functioning of these newly created railway units.
The Railway Ministry has created a new railway zone and a new division under the East Coast Railway, which are scheduled to become operational from June 1, 2026. With the creation of the new zone, the total number of railway zones will increase to 18.
Similarly, the Rayagada Division will take the total number of divisions to 70.
In a letter titled “Operationalisation of South Coast Railway (SCoR) and Rayagada Division”, addressed to the General Managers of all railway zones, the Board stated that both units will be operationalised from June 1, 2026, and that a gazette notification has already been issued.
It stated that, to ensure smooth operationalisation of SCoR and Rayagada Division, General Managers of all zones were directed to release employees who have opted for these units and to send compliance reports accordingly.
“Compliance letters are yet to be received from Railways. The current status of granting NOC and release of employees for whom NOC has been granted falls well below the required levels,” the Board’s letter said.
It said decisions are still pending on more than 329 employees opting for SCoR headquarters and 271 for Rayagada Division. Similarly, only 183 employees have joined SCoR headquarters and 47 have joined Rayagada Division, against approvals for 526 and 191 employees respectively.
“It is evident that Railways have not considered the matter seriously. This may have adverse implications on operationalisation of SCoR and Rayagada division,” the Board stated.
The Board has urged General Managers to immediately release employees for whom NOCs have been granted and to resolve all pending NOC requests by May 15, 2026, positively.
It directed that employees should be relieved by May 20, 2026, and report to their new units by May 26, 2026. PTI JP ASD ASD
