Chandigarh, Jul 26 (PTI) Congress MP Randeep Surjewala on Sunday alleged that repeated paper leaks under the BJP-led governments have severely affected the future of millions of students and pushed the country’s examination system into a major crisis.
In a statement on X, Surjewala alleged paper leaks had become an organised racket operating across the country and alleged that the system had flourished under the protection of BJP governments.
“From 2014 to July 2026, at least 116 paper leak cases were officially reported across 19 states, affecting nearly 7.5 crore students. The actual number of such incidents was more than 152,” he said.
According to Surjewala, 89 paper leak cases were reported between 2014 and 2024, including 21 involving central institutions and 68 related to state-level examinations. He claimed that 20 more cases were reported in 2025 and another seven, including the NEET-UG examination, had surfaced till July 2026.
“Uttar Pradesh recorded 11 paper leak cases during the period, followed by Madhya Pradesh and Rajasthan with nine each, Maharashtra with six and Gujarat with five. Haryana has reported more than 70 such incidents over the past 12 years,” he said.
Surjewala alleged that several recruitment examinations conducted by central agencies, including the Staff Selection Commission, Kendriya Vidyalaya Sangathan (KVS), Union Public Service Commission, the Army, ONGC and the Agricultural Scientists Recruitment Board, had to be cancelled because of paper leaks.
He claimed that paper leaks had delayed recruitment processes and affected board examinations, recruitment tests, eligibility examinations, university examinations and medical entrance tests.
Calling for accountability, Surjewala said the students’ protest was not limited to the resignation of any individual but was a fight to ensure transparency, fairness and credibility in the country’s education and examination system.
The BJP has repeatedly rejected the opposition’s allegations on paper leaks, saying the Centre and several state governments have taken strict measures, including enacting anti-cheating laws, to curb such incidents. PTI VSD RHL
