MPD 2047 unveiled: 40 lakh homes, metro expansion, vertical growth form part of Delhi roadmap

New Delhi, Aug 20 (PTI) Construction of 40 lakh housing units, expansion of the metro network to 640 km and taller buildings are among a host of changes the national capital is expected to see in the next two decades, as the Union government unveiled the Master Plan for Delhi (MPD) 2047 on Thursday.

Multimodal transit hubs at Anand Vihar, Sarai Kale Khan and Kashmiri Gate, a unified parking management system, and relaxed floor area ratio (FAR) for various categories are part of the master plan notified by the Ministry of Housing and Urban Affairs.

Releasing the 535-page master plan, along with Delhi Lieutenant Governor T S Sandhu and Chief Minister Rekha Gupta, Union Housing and Urban Affairs Minister Manohar Lal said that the roadmap is aligned with the vision of ‘Viksit Bharat’ 2047.

The Union minister asserted that implementation of the MPD 2047 will be more effective as compared to previous master plans, as there was a triple-engine government comprising the Centre, Delhi government and the civic bodies.

“Earlier master plans did not have this opportunity when different (party) governments were in place for implementation,” he said.

Around 40 lakh homes will be constructed in the city, and the metro rail network will be expanded to 695 km by 2047 to support the growing population needs, the minister said.

Lal said that the building height norms have been removed in the city, barring Lutyens’ Bungalow Zone, Civil Lines Bungalow Area, Connaught Place and its extension, Zone ‘O’ (the Yamuna floodplain and the Ridge), Land Pooling Areas, Low Density Areas, and areas restricted under the Archaeological Survey of India (ASI) or the National Monuments Authority (NMA).

For plotted residential housing outside these special zones, the master plan prescribes a maximum height of 15 metres for plots without stilt parking and 17.5 metres for plots with stilt parking.

Commercial activities will be allowed on ground floors along roads 30 metres wide in residential areas, the minister said.

Addressing a press conference along with Sandhu and Chief Minister Gupta, the Union minister said that fast development of the city, along with the preservation of 180 sq km of the Yamuna floodplains and the Ridge area, will be ensured in the coming years.

He said under the master plan, public transport, including metro rail, buses and six new Regional Rapid Transit System corridors, will also be developed in the city.

Transit Oriented Development Policy will facilitate affordable housing, Lal said, adding no farm houses will be allowed in low-density areas.

Data centres, co-working areas and cloud kitchens have been kept under the new economies category.

The MPD 2047 allows a maximum FAR of 350 for regeneration schemes with public spaces, schools, healthcare centres, community halls, police posts and childcare centres. It recommends area-based redevelopment of unauthorised colonies, allowing adjoining settlements to be brought together to improve roads, open spaces and public facilities in some of the capital’s most densely built areas.

CM Gupta said the long-awaited master plan will revitalise the city with its focus on affordable housing and strengthened transportation facilities.

The master plan, aligned with the vision of Viksit Bharat@2047, aims to transform Delhi into a world-class, inclusive and economically vibrant city for nearly 3.2 crore people.

The plan shifts urban planning from a regulatory approach to a development-oriented approach that supports investment, innovation and job creation.
