Chandigarh, Sep 2 (PTI) Former Haryana chief minister Bhupinder Singh Hooda on Wednesday claimed that the Nayab Singh Saini government evaded giving answers to various issues raised by Congress during the Monsoon session of the Assembly.
Hooda said the BJP government avoided discussion on the issues raised by the main opposition in the session of the state Assembly, which concluded here on Tuesday.
Hooda, who was flanked by several party MLAs including Ashok Arora, B B Batra, Aftab Ahmed and Geeta Bhukkal, told reporters that the Congress had given an adjournment motion on a multi-crore bank scam in Haryana. However, he said, that was rejected because the government did not want a discussion as various things would have come up.
“No satisfactory reply was given on HKRN (Haryana Kaushal Rozgar Nigam) issue. On the issue pertaining to the mistreatment with Congress MLAs on August 27, they did not answer as to on whose direction the legislators were stopped,” Hooda, who is Leader of the Opposition (LoP), said.
The Congress has claimed that all those recruited under HKRN, which provides contractual manpower to all government departments in the state, be regularised and all future recruitment should be made on a regular basis only.
Hooda said the government’s claim of job protection under HKRN was far from true and claimed that several people come to him complaining that their services have been terminated.
“They claim they are giving a job guarantee, but they have made educated youth daily wagers. Yesterday, many women from Ambala came and met me. They said their contract was terminated and they were informed via a message on WhatsApp,” he said.
On the mistreatment issue, the Congress has alleged manhandling by the security personnel outside the Assembly complex on August 27.
Hooda said instead of giving an answer to the “mistreatment” of the MLAs, the government and the chief minister are putting the blame on Congress MLAs.
“They are blaming us instead of saying on whose orders the MLAs were stopped. This government is a failure; it is not ready to be accountable,” Hooda alleged.
On Tuesday, Chief Minister Nayab Singh Saini had said that he was surprised to learn that some Congress MLAs took the protest to the extent of “manhandling” security personnel at the entrance of the Vidhan Sabha and added that Hooda was also involved in this incident.
Reacting to Saini’s claim, Hooda told reporters that they had said a House committee be formed to go into the entire episode and the video be examined in detail.
“I even said that let them register an FIR against me if they think I have done anything wrong,” said Hooda.
The LoP said the government did not give any satisfactory answer on the issue of sanitation workers, who have been on strike for nearly a month over their main demand that the government regularise their services.
Hooda alleged that the BJP government was targeting Congress MLA Geeta Bhukkal during a discussion over a resolution in the Assembly on Tuesday which was moved in connection with the programmes to mark the 650th birth anniversary of Guru Ravidas.
Bhukkal clarified that she had only used a couplet of Guru Ravidas after BJP’s Ram Kumar Gautam passed a remark at Hooda in the House.
Hooda alleged that Bhukkal was targeted by the treasury benches because she is a Dalit.
“Since Bhukkal is a Dalit, they tried to suppress her,” Hooda alleged.
Congress leader and MLA B B Batra raised a question as to how could a privilege motion moved on Monday by a BJP legislator against Congress MLA Induraj Narwal be admitted in the House when the opposition legislator had only taken away a poster from the hand of legislator Jarnail Singh on the ground that flashing a poster was not permitted.
Hooda said the state government’s claims to give jobs purely on a merit basis were also hollow and pointed out that irregularities in many recruitments have been exposed.
He also asked, “How many paper leak incidents have happened?” Hooda pointed at Haryana’s “growing debt” and “poor” ranking in NITI Aayog’s Fiscal Health Index.
Hooda said that Haryana ranks 14th in NITI Aayog’s fiscal health index.
“Haryana stands at 15th position in the state-wise debt index,” he claimed.
Hooda claimed that the state debt has mounted to more than Rs 5.5 lakh crore, which was nearly Rs 70,000 crore in 2014.
He alleged that the BJP takes support of “four Ps”.
“Prachar, Police, Portals and Polarisation. They have no other work.
They are not concerned about development or the future of youth,” he said.
Hooda alleged that corruption is rampant in every sphere and only “Patwaris and clerks” are being caught while big fish go scot-free.
“This government is a failure; it is a non-performing government, they do not have any answers,” he said.
Raising other issues, Hooda said the payments amounting to around Rs 1,200 crore of the private hospitals in Haryana against Ayushman claims have been pending for months. PTI SUN KSS KSS KSS
