New Delhi: The long-standing tussle between the IPS and Central Reserve Police Force (CRPF) officers took a new turn Friday when the CRPF ordered that the staff — domestic helps and orderlies — provided to retired or repatriated IPS officers be withdrawn with immediate effect.
The CRPF order released Friday has cited the Covid-19 pandemic as the reason for its decision.
“Due to the spread of Covid-19 pandemic, many personnel of CRPF have been found positive and many personnel kept in quarantine to their barracks/residences and are on leave,” the order reads. “Due to this, offices/units of Delhi units of Delhi/NCR are badly suffering from acute shortage of manpower. It has been learnt to notice that, NS (Northern Sector) has provided many helping staff to the officers retired/repatriated from CRPF.”
“As the helping staff may become vulnerable to Covid-19 during the above period, competent authority has directed to withdraw all such personnel immediately in view of the Covid-19 pandemic in the large interest of the health and well-being of all concerned and to prevent the chain to spread,” it added.
The CRPF further instructed all the relevant authorities to furnish details of such personnel by 17 May.
Sources said that the issue came to light after four Border Security Force (BSF) jawans posted with a former additional director general-rank IPS officer tested positive for Covid-19.
The IPS officer whose staffers tested positive told ThePrint that “none of this is true”. He, however, said “he would get back”.
But the case, sources said, is only the “tip of the iceberg”.

Earlier government instructions gathering dust
“At a time like this, when several CAPF (Central Armed Police Force) jawans are getting infected, we cannot fund the excesses of retired IPS officers,” said a senior CRPF official on condition of anonymity.
“It is an issue we have been highlighting for years – it is completely routine practice for IPS officers to retain staff like cooks, drivers, laundry boys, etc. just to maintain a lavish lifestyle even years after their retirement,” he added. “But the issue never got any attention despite the MHA’s intervention in 2016. It is like a racket.”
“Because of this attitude, genuine troops are being denied services,” the officer said.
In 2016, the MHA wrote to all states regarding the practice of “Retention of manpower, vehicle, etc. by police officers at their residence even after their retirement”.
“Various reports are being received by the government of retired Police officers retaining a large number of police personnel at their residences, including guards,” the MHA letter said then. “It is also learnt that personal security staff is also being provided in many cases, to the retired officers. Similarly, it has been observed that many retired officers are retaining official vehicles for months altogether.”
Feeling the need to “immediately address the issue”, the Centre at the time had asked all states to “ensure that various privileges such as personnel at residences, vehicles, personal security, etc. should be withdrawn within a period of one month after retirement of any police official”.
If retired officials fail to comply with these orders, they should be made to pay for the privileges, and action be initiated against serving officials who do not ensure that these privileges are withdrawn in a timely manner, the order had stated.
“Such matters create a wrong impression in the public mind and are also against the basic decorum and discipline of Government service, more so of the uniformed service,” the order added.

‘Tip of the iceberg’
An IPS officer who has served in the BSF said that nothing justifies this mass diversion of staff. “There is a tradition in the uniformed services to assist officers who have given 30-35 years of service post their retirement, but this kind of mass-diversion is unjustifiable,” the IPS officer said.
He, however, added that it is not just IPS or IAS officers who retain staff post-retirement.
“The CRPF and other CAPF officers are known to do the same thing, but those are hidden well,” he said. “The case of the ADG whose staffers tested positive is just a tip of the ice-berg, and if IPS officers are being asked to relinquish these privileges, everyone should.”

The same is the predicament in Armed Forces where senior Army officers and wives who have seen nothing in their life except the lavish inducements from the pockets of the taxpayers. Such brazen misuse of govt. resources should be punitively handled.

Totally missuse of our Jawans by officer’s, because, officers can’t do anything without support of Jawans, without Jawan officer is nothing. When a young man became an officer they think, they have fully right to use them personal purpose, When a Jawan complain against it, then we found Jawan dismissed from service, as example — BSF Jawan Yadav. So, we prays such step our Govt, to stop such activity by officer’s.

This is gross misuse of funds. Before this case goes to SC, such privileges must be withdrawn. Only if there is threat to life in rare cases security be provided for some time with periodic review in place. And how long it has been going On, this is also a culture of Congress.
It is shocking that even an order exists to enable retired members of IPS to retains such a largen number of personal staff. The political bosses are helpless in dealing with the crimes of members of the IAS and IPS. The IAS chaps could land a minister in trouble by merely getting his signature on wrong document. Remember Lalu Prasad Yadav’s claim that he did not know any thing in the fodder scam and he merely signed documents put up to him for signature? And to whom will the politicians turn to harass their adversaries if not the IPS guys? Btw, it is not only these guys who are fleecing the exchequer. Even the judges are not far behind, In Kerala the high court judges have wrested an allowance in lieu of these services. The file notes show that it is there in all other states too.
This British legacy & Babudom of IAS IFS IPS has to be culled ruthlessly,these elements are the termites of Indian society,these guys are accountable to no one or anything,they pass the buck to politicians & are real masters of this country behind the curtain,if this community can be held responsible for their actions only then we can think of building a new India,lets start by culling their privilages at the cost of Tax Payers Money,stop this exploitation of Indian people by this elite class

Government can set example by charging actuals if such services and recovery should be from the pension, these unworthy retired officers need to be named and shamed, same applies to Service officers who retire from flag ranks. Yours truly denied similar pleasure out of a retired chief, who got a DSC jawan posted at his residence and was officially in my organization, upon knowing the fact…I ordered the jawan to report to the unit, refused to send him to the retired chief, I was verbally asked to return the jawan, which I refused to comply, the retired chief was cunning he ensured other staff were posted to some other unit. That retired Chief is highly controversial and don’t understand how such worthless go up the ladder!
If India wants improvement raise the level of education first then awareness of different government schemes with a proper check in efficiency related to the schemes and unearth the malpractices going on so as to see whether it reaches the grass root level.
Please with draw all the domestic help from retired IPS IAS and judges and politicians after they leave their posts। These are biggest parasites on Indian people
Why reported n taken up corona as an excuse for withdrawl when withdrawl of illegal luxuries were demanded to b withdrawn due unwarranted n indecent accusation by an IG of JnK police who even earned his award (s) while in CRPF that too in objectionable manner.
First if all no IPS officer have served in CAPF for 30 years or more. They serve the CAPF on deputation basis i.e. only for 3-5 years. Most of the join the CAPF on higher ranks DIG or above and retires from here. Second these undue privalages must be stopped. Its not a tussle between CAPF cadre officers or IPS. The DGs in paramilitary are still the IPS officers.
It speaks very poor of these IAS/IPS officers,who while in service must have given many lectures to their subordinates on moral values/integrity/honesty etc but when it comes to follow themselves ,they forget every thing .All officers holding on to unauthorised man power must be made to pay the entire amount since retirement and the manpower withdrawn on OP IMMIDIATE basis. If a government servant retired from can he expected the same privilege availed while in service, apart from pension, if a retaried officer retain one cook.one laundry boy, one driver and one domestic help , government has to pay around 1.2 lakh approximately per month for his lavish lifestyle. All over India how many IAS and IPS officers there , if all are avail this back door privilege’s how much government money exhausted for nothing, , government should initiate immediate action to call back all police persons as well as civil servant those who are work for retaired officer after their retairement, other wise government should formulate policy regarding eligibility for retaining staff after retairement with cost.
Don’t portray this as a tussle between Ips-Capf cadre officers. The order to recall orderlies/cooks/drivers etc from retired/repatriated IPS officers was made by the DG of CAPFs who themselves are IPS officers.

Why should any uniformed staff of CrPF, BSF ETC. Be deputed to serve IPS guys ,it is a misuse of manpower. Good that all such misuse has been stopped.
Illegal order by govt. Why should they be there even a day after retirement? Covid or no Covid, it’s illegal to have ANY personnel or eqpt including vehicles with retd personnel. They should have never been there. Sad, this is 21st century and we can still get away with misuse of public funds.

We are speaking of attaining super power status but still want to live like British and treat subordinates at their will. Before cleaning the country we should clean our system first.
It is high time that govt stops British Era gross misuse of authority by officers & such misuse of human manpower when we are already facing issues of high pension bill which is affecting forces modernisation should be stopped for all. Every officer is getting good salary/ pension & should be able to pay for benefits.

There have been many occasions in the past when survey/audits of such misuse of manpower and vehicles have been carried out. But the outcome of huge gross misuse of men and material remained buried in files rather it continued to be on increase year after year.
Let each CAPF truthfully comes out as to how many such perks have been withdrawn since 2016 ? (eg case of BSF ADG happened on his retirement in 2019.)
~OR for that matter let MHA comes out with any mechanism in monitoring to comply such orders or curb facilities.

Each CAPF officer retired after putting 35 to 39 years of service to Nation mostly in toughest conditions then why they are not allowed this facility? Then why this evident disparity. Wait and Watch in case MHA ensure successful implementation of this drive?

No cook, staff, driver etc should be provided to any officer (senior or junior), politicians at the residence. At least after retirement such staff, cook etc should be withdrawn instantly on the day of retirement of the officer.
