Bengaluru, Jul 28 (PTI) GBA Chief Commissioner Maheshwar Rao on Tuesday warned that owners of vacant sites here would face fines ranging from Rs 25,000 to Rs 1 lakh if they failed to clean their properties.
He directed owners to ensure that their vacant sites are cleaned by August 15.
With the objective of making Bengaluru cleaner, more beautiful and more liveable, the Greater Bengaluru Authority will launch the “Freedom from Waste” campaign during August 2026, according to a GBA release quoting Rao.
As part of the campaign, all five city corporations and other agencies under the GBA’s jurisdiction will jointly remove black spots, construction and demolition waste, debris, tree branches, electric poles, pipes and other waste lying on city roads, the release said.
Under Clause 18(1)(b) of the Solid Waste Management Bye-laws, 2020, owners are legally required to maintain vacant sites in a clean and hygienic condition.
Accordingly, the GBA has directed all owners of vacant sites in the city to remove all waste, debris and other accumulated materials from their properties on or before August 15.
If owners fail to clean their sites by the deadline, the city corporation concerned will remove the waste and recover the cost from the property owner, the GBA said.
The recovery will be based on the size of the site and the quantity of waste removed, in accordance with the provisions of the Solid Waste Management Bye-laws, 2020, and Section 285(2) of the Greater Bengaluru Governance Act, 2024. The amount will be recovered along with the property tax.
In the event of non-payment, the dues will be recovered in accordance with the provisions of the Karnataka Land Revenue Act, 1964, it added.
Further, under Clause 18(1)(d)(iii) of the Solid Waste Management Bye-laws, 2020, a fine of ₹25,000 will be imposed for the first violation and Rs 50,000 to Rs 1 lakh for subsequent violations, Rao said.
If vacant sites are not cleaned by August 15, members of the public may report them by sending photographs along with their GPS coordinates to the GBA’s WhatsApp chatbot. The identity of complainants will be kept confidential.
Rao advised owners to construct a fence or compound wall around cleaned vacant sites to prevent unauthorised dumping of waste in future.
