Final Uttar Pradesh SIR numbers are out: 2.04 crore names deleted, over 13% of voters

There were 15.44 cr voters when electoral rolls were frozen in October 2025. EC has released final numbers now, pegging the number of voters in India’s most populous state at 13.40 crore.

Lucknow: The Election Commission Friday released Uttar Pradesh’s final voter list after the Special Intensive Revision (SIR), pegging the total number of voters at 13.40 crore, with 2.04 crore names deleted after the 166-day verification exercise. 

According to details shared by Uttar Pradesh’s Chief Electoral Officer Navdeep Rinwa at a press conference here, 54.54 percent of the total number of 13,39,84,792 voters are men and 45.46 percent are women.

The state, which goes to polls early next year, had 15.44 crore voters in the electoral roll frozen on 27 October 2025, and there has been a reduction of around 2.04 crore following the SIR process.

Rinwa said the draft electoral roll published on 6 January had a total of 12,55,56,025 voters, including 6.88 crore men, 5.67 crore women and 4,119 third gender voters. 

“Compared to the draft roll published on January 6, the final list recorded a net addition of 84,28,767 voters,” he said. 

Now in the final list, he said, the total voters in the state are 13,39,84,792. including 7.30 crore men, 6.09 women and 42,026 third gender voters.

Rinwa added that the 166-day revision exercise involved 75 District Election Officers (DEOs), 403 Electoral Registration Officers (EROs), 12,758 Assistant EROs, 18,026 BLO supervisors and 1,77,516 Booth Level Officers (BLOs).  

Besides, 5,82,877 booth-level agents of recognised political parties and crores of  voters also cooperated in the process, he said. He also noted that individuals whose names are missing can still apply for inclusion by submitting Form 6.

The SIR process in Uttar Pradesh started on 27 October 2025. The draft electoral roll released on January 6 was opened for claims and objections until 6 March. During this period, 86.69 lakh applications were received through Form 6 for inclusion, while 3.18 lakh applications were submitted via Form 7 for deletion. 

Officials also said 1.04 crore individuals received notices due to discrepancies in family names linkages, and 2.22 crore entries were flagged for logical inconsistencies.  

The election commission officials also released district-wise data according to which Prayagraj reported the highest increase, with 3,29,421 new voters, followed by Lucknow (2,85,961), Bareilly (2,57,920), Ghaziabad (2,43,666), and Jaunpur (2,37,590).

At the assembly constituency level, Sahibabad recorded the highest rise with 82,898 new voters. It was followed by Jaunpur (56,118), Lucknow West (54,822), Loni (53,679) and Firozabad (47,757).

Why draft roll had BJP ‘concerned’ 

The draft electoral roll had triggered concerns within BJP ranks, as it projected around 12.55 crore voters, with nearly 2.89 crore names deleted from the pre-SIR list. The scale of deletions was about 18.7 percent of the total electorate which came as a shock to many, including leaders of the ruling party.

According to the draft roll, Lucknow would have seen the highest number of deletions, with nearly 30% of its electorate (around 12 lakh voters) removed from the rolls. It would have been followed by Ghaziabad, where 28.83% (8.18 lakh) voters were proposed to be deleted from the list. 

These districts are considered BJP strongholds, where the party holds parliamentary seats or has a strong presence in the assembly.

While the SIR exercise was still going on, Chief Minister Yogi Adityanath had expressed his apprehensions while speaking in Lucknow on 14 December.

He said that with Uttar Pradesh’s population at around 25 crore, nearly 65 percent should be eligible voters, bringing the total to about 16 crore. 

However, the SIR process, which had by then covered around 12 crore voters, left nearly four crore eligible voters unaccounted for, and ”85–90% of whom are ours”,’ he remarked.

Following his statement, the state BJP president Pankaj Chaudhary also asked party workers to focus on the ongoing SIR exercise by making core voters aware of SIR.
