UGC directs central, state universities to fill up vacant SC, ST & OBC staff posts

UGC directs all universities to submit a follow-up update following reports that a large number of posts reserved for SCs, STs and OBCs among teaching and non-teaching staff were vacant.

New Delhi: The University Grants Commission (UGC) has asked all universities in the country — central and state — to fill up the backlog of reserved teaching and non-teaching vacancies.

In a circular sent Tuesday, the commission asked all universities to take action and sought a follow-up update on the same.

The move came after reports pointed out that a large number of reserved posts have been lying vacant across central universities in India.

ThePrint had reported in August about the vacancies at various levels. The report found that Other Backward Classes (OBCs) were the worst represented, especially at the ‘professor’ level. For OBCs, 313 posts are reserved at the professor-level across all central universities, but only nine of them have been filled so far.

According to data accessed by ThePrint, 6,688 teaching posts are vacant across central universities, out of which 1,084 are reserved for Scheduled Castes (SC), 604 for Scheduled Tribes (ST) and 1,684 for OBCs.

No clear data is available on the reserved category break-up for state universities. However, reports say that around 28 per cent of teaching positions across state universities were vacant as of October last year. Of the 2,46,509 faculty positions, only 1,79,950 were filled.

‘Display reservation roster on website’

The government has now asked that these posts be filled. It has also asked the institutes to display the reservation roster on its website.

“You are required to display the reservation roster which is to be updated at regular intervals on your website as per instructions issued by the Govt. of India,” the UGC said in its circular.

“You are also requested to fill up remaining backlog identified reserved vacancies of these categories in teaching and non-teaching posts, to furnish a report along with statistical information,” the circular added.

The commission also asked for compliance with reservation rules with respect to student admissions for the 2020-21 session. It said these instructions should also be circulated to all the constituent and affiliated colleges of the university for follow-up action.

  1. I am completely agree with UGC because sc/st suffers alot from beginning. When SC/ST child take birth then his family and society suppress his freedom and tell him that upper caste are superior. Even uppercaste people use bad language and see at SC/ST people with hate. This caste system is a part of our culture and it’s inseparable. By providing jobs to only upper caste will also create injustice. When upper caste raise voice against reservation they should again think that only a small fraction of low caste people take part in higher competition and get success. Nowadays nothing is free education is costly if low caste students get some concession then it’s good for the upliftment of their moral and confidence. Govt. Also provide support to EWS category student. So it’s not about reservation it’s about respect that upper caste never show for lower caste people and representation of people from every caste/group/minority is necessary. It’s democratic nation.

  2. Reservations should be abolished at every level as soon as possible otherwise you are again creating imbalance in the society by providing privileges for admission, promotion, vacancy filling….

  3. Respected, Actually you people are all are jealous about their upliftment & states intentionally or not they have to supporting their social mandate to the deprived section. If they are affluent & economically stable they definitely raise their legal demand in past 73 Yrs of Independence in crucial cabinet, executive, business tycoon or in Judiciary but conspiracy happened only with SC/ST to suppress in society & deprived from various opportunities. Now, they gain rights & improving their livelihood so, Bhraminical Patriarchy icons is envy & try to finish the steps of upliftment taken by states. Bhraminical patriarchy mentality think about if SC/ST get education & reach executive places, then who will do their slavery work. They never change their mentality towards SC/ST for an egalitarian society.

  4. When sc/st are being provided many benefits such as, no fee, free books, free cloths and scholarship as money, reservations in college
    admissions as, iit, medical neet, then again reservations in promotions of government services, what is justice ? Who are poor, Reservations due castism are illegal and encroachment of others rights . Indian leaders have all powers but love votes. To remove castism,RELIGIOUS from India are impossible. Who will change? Modi needs votes.

    • India has reservation because we still belive in casteism and we have discrimination in our country. They have suffered enough to get these benefits.
