New Delhi, Aug 16 (PTI) The Delhi government is planning to implement an e-Cabinet system for online, paperless meetings of the Council of Ministers to speed up decision-making and enhance administrative efficiency, Chief Minister Rekha Gupta said on Sunday.

At a recent meeting with experts from the National Informatics Centre (NIC), which designed the software, Gupta held a detailed discussion on implementing the e-Cabinet system, a statement issued by the chief minister’s office (CMO) said.

Gupta said that with the introduction of the e-Cabinet system, the entire process related to Cabinet meetings can be conducted digitally.

This would speed up decision-making, strengthen the security of confidential documents and make coordination among departments more effective, she said.

The e-Cabinet software can be securely accessed through tablets during Cabinet meetings, which will allow ministers and senior officials to view all necessary documents instantly and make the decision-making process more convenient, Gupta said.

All the documents related to Cabinet meetings, including Cabinet notes, meeting agendas, annexures, Cabinet decisions and minutes, can be prepared, shared and made available to the concerned officials through a secure digital medium, she said.

This will almost eliminate dependence on paper and make the entire process more organised and effective, she added.

An important feature of the system is that each minister and officer can be given a different level of digital access based on their responsibilities.

All the authorised officials, including ministers, the chief secretary, principal secretaries and department secretaries, will be able to access only the relevant documents as required, Gupta said, adding that the system will also strengthen the security of confidential information.

The proposed system can enable the entire process of submitting Cabinet notes, examining them, granting approvals, forwarding them to the officials concerned and securely preserving them as records for the future, she said.

The e-Cabinet will also enable continuous monitoring of action being taken by the departments on any Cabinet decision, time-bound implementation of decisions and enhanced accountability.

At the meeting, the NIC experts briefed the chief minister on the experience and functioning of e-Cabinet systems implemented in various states, claiming that positive results such as improved speed, efficiency and transparency of governance and administration were witnessed. PTI VIT ARI
