New Delhi, Jul 17 (PTI) Delhi University’s proctor has warned office-bearers of the Delhi University Students’ Union (DUSU) and representatives of various student organisations against defacement of public property and violations of the election code of conduct ahead of the 2026 DUSU elections, expected to be held in September.
The advisory was issued during a meeting on Thursday between University Proctor Manoj Kumar Singh, his team, DUSU office-bearers and representatives of various student bodies to discuss the conduct of the elections and compliance with the Delhi High Court guidelines and the Lyngdoh Committee recommendations.
According to the advisory released on Friday, signed by the proctor, “Discussions were held, and it was very clearly affirmed that there shall be no defacement of public property in and around the campus and no billboards (printed and digital) and banners are to be pasted or suspended from the polls.” Only handmade posters displayed at the designated “Wall of Democracy” will be allowed. The university also prohibited block printing or spray painting on walls and said that flex posters cannot be displayed on Municipal Corporation of Delhi (MCD) advertisement boards.
The proctor stated that the university would inform the MCD commissioner if any such violations were detected by authorities.
“The student elections are to be held within six to eight weeks from the start of the academic session. Since the session is scheduled to start from July 28, the elections are expected to be held in the second or third week of September,” Singh told PTI.
Singh added, “We want to ensure a smooth election, without any hurdles, which is why we have started creating awareness early.” The university also barred candidates from pasting stickers bearing their names on vehicles, including cars, jeeps, buses, auto-rickshaws and e-rickshaws.
It said that each candidate would be allowed only five cars for election campaigning, while the use of tractors, JCB machines or animals would not be permitted.
Vehicles with tinted windows or concealed registration numbers would also be prohibited, and unauthorised vehicles parked on the campus could be challaned or towed away in accordance with traffic police regulations.
The university further said that candidates would not be allowed to distribute gifts or souvenirs carrying their names. The use of canopies, umbrellas or similar campaign material displaying candidates’ names has also been prohibited, warning that violation of these directions could lead to cancellation of a candidate’s nomination.
Additionally, the proctor stated that prior intimation would be mandatory for holding public meetings on the campus to avoid clashes between programmes and maintain order.
As part of the campaign regulations, only five students from a candidate’s team will be permitted inside colleges for campaigning, while in girls’ college hostels, only female students will be allowed.
