Delhi govt launches AI-enabled Dust Portal 2.0 to monitor construction sites in real time

New Delhi, July 13 (PTI) Construction sites across Delhi measuring 500 square yards or more will now be monitored in real time through artificial intelligence (AI), GIS mapping, 360-degree cameras and pollution sensors, with the Delhi government launching the AI-powered Dust Portal 2.0 on Monday.

Chief Minister Rekha Gupta launched the upgraded Dust Pollution Control Self-Assessment web portal and mobile application, developed by the Delhi Pollution Control Committee (DPCC), saying the platform would make compliance simpler, monitoring more effective and enforcement more transparent.

The portal integrates GIS mapping, live 360-degree PTZ cameras, PM10 and PM2.5 sensors and AI-based analytics to assess dust control measures at construction and demolition sites. It will automatically generate ‘yellow’, ‘orange’ and ‘red’ alerts based on pollution levels and issue compliance certificates and enforcement notices digitally in cases of violations, according to officials.

Addressing the launch event, Gupta said Delhi’s fight against air pollution would rely not only on stricter regulations but also on technology-driven enforcement.

“We are using AI and digital technology to simplify the compliance process, make monitoring more effective and enforcement more transparent. The platform will ensure that every construction agency becomes an active partner in building a cleaner and pollution-free Delhi,” she said.

The chief minister said the government is also working to digitise the challan process so that notices and penalties could be issued directly through the portal, reducing delays and irregularities.

Gupta said the government is committed to adopting innovation and technology-based solutions for environmental protection with the aim of making Delhi one of the world’s cleanest and greenest capitals.

According to the Delhi government, dust from roads, soil and construction activities contributes around 27 per cent of the capital’s air pollution during summer and about 15 pc during winter. It accounts for nearly 66 pc of PM10 emissions and around 38 pc of PM2.5 emissions.

Delhi Environment Minister Manjinder Singh Sirsa said Dust Portal 2.0 would, for the first time, enable AI-based monitoring of all construction sites measuring 500 square yards or more.

“Until now, monitoring of construction sites largely depended on manual processes. The new AI-based system will enable real-time monitoring of compliance, issue immediate alerts in case of violations and ensure strict action against repeat offenders,” he said.

Sirsa said the portal had been under development for the past year and would strengthen environmental enforcement mechanism through AI, real-time reporting and digital verification.

Officials said the platform will also facilitate automatic issuance of compliance certificates and enforcement notices in cases of violations, reducing paperwork and speeding up action.

“In addition, it offers comprehensive dashboards for district-wise monitoring, pollution trends and hotspot analysis, helping the government and concerned departments make data-driven decisions,” officials said, adding that the Dust Portal 2.0 will bring together information on ongoing and completed projects, audit reports, sensor data and compliance-related details on one platform.

The portal has also been developed as a mobile application for Android and iOS, enabling DPCC officials, urban local bodies and project proponents to monitor compliance remotely through live camera feeds, sensor data and AI-generated analysis.

The launch of Dust Portal 2.0 is part of the Delhi government’s broader strategy to curb air pollution through stricter regulation of construction activities, expansion of green cover, promotion of clean technologies and improved inter-departmental coordination, officials said. PTI AHD ARB ARB
