New Delhi, Jul 16 (PTI) The Union Housing and Urban Affairs Ministry on Thursday said it has approved the operational guidelines for the ‘PARIVARTAN scheme’ to accelerate the replacement of old and highly polluting trucks and buses in the NCR with cleaner Bharat Stage (BS)-VI compliant or electric vehicles.
According to an official statement, the scheme, approved by the Union Cabinet on June 3 with a total outlay of Rs 9,585 crore, including Rs 5,041 crore as Central government support, is now ready for implementation following approval of the detailed guidelines by HUA Minister Manohar Lal.
The Ministry of Road Transport and Highways (MoRTH) will implement the scheme through the National Capital Region Planning Board (NCRPB).
The beneficiaries will receive a package of incentives, including motor vehicle tax concessions, registration fee waivers, five per cent interest subvention on vehicle loans, a minimum eight per cent discount from original equipment manufacturers (OEMs), monthly fuel voucher support for eligible diesel and CNG replacement vehicles, and one-time financial assistance for electric replacement vehicles and Certificate of Deposit (CoD) trading, it stated.
The ministry said that the governments of Rajasthan, Haryana, Uttar Pradesh and Delhi have notified a 10-year motor vehicle tax concession and registration fee waiver for eligible new vehicles under the scheme.
Eleven OEMs, accounting for over 95 per cent of the commercial vehicle market, have signed agreements with MoRTH to provide the mandated discounts.
The Union minister said that the approval of the PARIVARTAN guidelines is a landmark step for the National Capital Region.
“As Chairman of the NCRPB, I am confident that this Scheme will meaningfully reduce vehicular pollution from ageing trucks and buses and contribute to a marked improvement in the region’s overall Air Quality Index, bringing real relief to the crores of residents of Delhi-NCR,” the statement quoted him as saying.
The PARIVARTAN (Programme for Accelerated Renewal and Incentivization of Vehicle Assets for Reducing Transport Air Pollution and Network Emissions) scheme aims to reduce vehicular pollution in Delhi-NCR in line with Prime Minister Narendra Modi’s vision of promoting cleaner mobility and improving air quality, it stated.
The scheme will be implemented through an integrated digital platform linked with VAHAN, V-Scrap, DigiELV, PFMS, participating lenders and fuel voucher systems to ensure transparent and seamless delivery of benefits. PTI BUN NB NB
