New Delhi, Sep 22 (PTI) The Coordination Committee of the All District Courts Bar Associations of Delhi has issued a circular stating that member advocates will organise a peaceful march to the Lieutenant Governor’s House on Thursday to protest against recent amendments to the Central Motor Vehicles Rules.
The circular also said that there will be a “complete abstention from judicial work” on September 24.
“An emergent meeting of the Coordination Committee was held on September 21 to consider the notification issued under the amended Rule 167 of the Central Motor Vehicles Rules, 1989, whereby various executive/departmental officers have been designated for redressal of contested challans,” the circular issued on Monday said.
It said that the committee, after due deliberation, had unanimously resolved to oppose the said mechanism strongly and called for its immediate withdrawal/ reconsideration, and said that the adjudication of contested challans should remain within the judicial framework in the interest of judicial independence and access to justice.
“The Coordination Committee further resolves that the entire bar shall hold a peaceful protest march to the Lieutenant Governor’s House on September 24 at 11 am, commencing from Tis Hazari Courts.
“All members of the Bar shall assemble at Tis Hazari Courts and participate in the march in a peaceful, disciplined and united manner,” the circular said.
It further said that there would be “complete abstention from judicial work on Thursday”.
“If the issue is not satisfactorily addressed, the Coordination Committee shall further intensify the democratic and peaceful course of action,” the circular said.
Advocate Tarun Rana, Secretary of the New Delhi Bar Association in Patiala House courts, said that the protest march would be organised if there is no positive outcome before September 24.
Earlier, on Monday, lawyers had abstained from work across all seven district courts to protest the amendments to the traffic challan system. PTI MNR MNR KSS
