Jorhat (Assam), Aug 7 (PTI) Assam Chief Minister Himanta Biswa Sarma on Friday said his government will conduct a door-to-door assessment of flood damage in the four worst-hit districts from August 9 to 30.
He asserted that no affected household will be left out and the government will provide maximum relief permissible as per norms.
At least 97 people have been killed, and over 1.68 lakh people remained affected in the deluge, with four eastern Assam districts bearing the worst impact.
“Concluded an extensive training meeting with officials from the 4 districts affected by #AssamFloods. From 9 to 30 August, our teams will undertake a door-to-door assessment of damage,” Sarma said in a social media post after chairing a meeting with the officials of Jorhat, Sivasagar, Charaideo and Golaghat districts.
He said the district commissioners, co-district commissioners and circle officers must adopt a compassionate approach and ensure no affected household is left out.
“Officers concerned will upload images of the damage on a dedicated app. Thereafter, an assessment will be made by August 30, followed by re-verification with affected families,” Sarma said.
The chief minister maintained that the “guiding principle is clear, assess every genuine loss and provide the maximum relief permissible under existing norms”.
Speaking to reporters later, Sarma said besides the top officials of the four districts, Assam Disaster Management Authority officers and several ministers and MLAs were also present in the meeting.
He said training of the surveyors will commence in the districts from Saturday for the first phase of assessment from August 9 to 30.
“Our surveyors will collect photographs, etc, and a mobile application has been developed to upload the information,” Sarma said.
He said after the first assessment list is compiled, it will be re-verified with the affected families, and by September 10, it is expected that the government will have an estimation of funds required for rehabilitation purposes.
“Once the estimate of the funds is known, we can start providing the requisite financial assistance for permanent rehabilitation,” he added.
Sarma further said that schools will reopen from August 10, and in case of students of schools which have suffered major flood damage, they will be tagged with other nearby schools for the time being.
An amount of Rs 2 lakh each to the affected schools in the worst-hit districts has already been disbursed to undertake cleaning and repair activities, he said.
Sarma also added that funds announced for providing free school uniforms and book grant have also been disbursed. PTI SSG ACD SSG RG
