The other practice that should be resorted to in the rarest of rare circumstances is summoning the Chief Secretary and the DGP of a state to remain personally present. They too represent the dignity, if not the majesty, of a state. Indians are now – God bless them – asking tough questions of all public institutions, do not express blind devotion or reverence to any of them.
