However under the principle of “wisdom of the masses”, a stock market term, hearing out each DG under him will give the VCOAS a more varied and informed status than a single point source. The span of control principle also comes into play as the VCOAS, who by all parameters is the busiest man in AHQ would be burdened. A better re-organisation would seem to have two VCOASs, one for Ops and Int and the other for Logistics and Services. Thus the present two DCOASs, with some changes, the DGMO, DGMI, DGOL and the DGIW would come under the VC (Ops and Int) and the MS, AG, MGO, E in C, and QMG under the other VC. This affords one more officer in the grade of an army commander and perhaps to be fair to the Staff Stream the second VC can be reserved for that cadre. The downgrading of DGRR and packing him off to Udhampur appears curious. First, if he can be downgraded so too can the other corps DGs like Infantry, Artillery and Mechanised forces, etc. Secondly the DGRR has no operational role. So why does he have to move from Delhi? He can well be in Kanya Kumari. Last, perhaps the army can redesignate the Military Secretary as Master General of Personnel which indicates his functions. There is no need to follow the gora designations 70 years after independence.
