He was the Chief Minister of West Bengal and he could easily excise his powers to take severe steps against Anil Basu alias Manick Roy, Amal Halder, Nirupam Sen alias Khokon Sen, Binoy Konar etc and punish those goons severely according to the court of Law.

Also, I have found little evidence to suggest that Ray fought Sanjay Gandhi’s authoritarian tendencies. There is a reason why people of Bengal did not recognize him much after his retirement — he was intensely unpopular after his chief ministership ended.
