Different steps can be taken to improve the quality of higher education, due ranking of the institutions offering degrees, making the students more employable and making the institutions more responsible. For this it is necessary to devolve powers to the ground level. There should not be any undue onus or unfair attenuation of the reputation of the present universities conferring degrees on huge numbers of students every year studying elsewhere outside the main campus of the universities. To be noted is even now many many institutions have the power to confer degrees -Viz; IITs, IIMs , IISC, etc many autonomous colleges, many stand alone institutions , deemed universities etc. However, as the Indian higher education system is very large the above mentioned constitute only a fraction of the total as there are nearly 35 to 40 thousand colleges affiliated to nearly thousand universities in different regions. The colleges are simply affiliated to the universities and the universities offer degrees to the huge number of candidates rolled out by these colleges . Though these colleges are affiliated to the universities, universities have absolutely no role in conducting their programs , training the students there nor any monitoring or evaluation ( cursory or bare minimum at the most). But universities confer degrees/degree certificates on them without any mention of the college from which/where they have studied and the mode of education in case it is different. ( Of course on the transcript/marks sheet name of the college may be mentioned) / Though conflicts keep arising many times on many issues, suggestions /options are not given from different angles. Mentioned below may be reflected:
- Let every college have the power/autonomy to confer degrees on their students. /
- Let every apex body of the colleges -DCE ( Directorate of Collegiate Education ) have the power to confer degrees. Of course they too should mention the name of the colleges from where the students have studied.
