New Delhi: Keith Fraser has been reappointed as chair of the Youth Justice Board (YJB) for a second term. He was first appointed in April 2020 and will now serve until 31 December 2025. Karin Phillips MBE has also been appointed as a member of the board from 1 November 2024 until 30 September 2025. The appointments were made by the Lord Chancellor and Secretary of State for Justice and were announced through a UK government press release.
Phillips’ appointment ensures the YJB has a board member with experience and knowledge of Wales. She currently serves as a school governor for music, drama, and safeguarding at a Cardiff high school.
The YJB is a non-departmental public body, and is responsible for monitoring the youth justice system in England and Wales, the release added.
“Appointments to the YJB are made by the Lord Chancellor and Secretary of State for Justice and are regulated by the Commissioner for Public Appointments,” the release added.
Fraser was a superintendent and chief inspector in the West Midlands Police, during which time he produced the 2016-19 Preventing Gang Involvement and Youth Violence strategy. He was previously a constable in the Metropolitan Police Service. He is also a non-executive director/trustee at The Work Force Development Trust, committee member for the Youth Endowment Fund and patron for Employability UK. He was made a commissioner for the Commission on Race and Ethnic Disparities in 2020.
