UGC Monday received clearance from home ministry to mandatorily conduct final-year college and university exams, an order that at once triggered a controversy.
Students and parents have severely criticised UGC’s decision, saying the commission is ‘playing with students’ lives’. They have demanded cancellation of the final-year exams.
MHA order says the final exams are to be compulsorily conducted according to UGC guidelines. UGC said it is upto colleges to decide how they want to conduct the exams.
Study says India should adopt Eligibility Enrollment Ratio instead of Gross Enrollment Ratio, stressing that the former is ‘more realistic projection of college enrollment numbers’.
The paper has been authored by Anil Kumar and Rupali Roy, both staff of the ministry’s DGHS, who published it in a journal flagged as a predatory one by the UGC.
The UGC has approved simultaneous dual degrees for students but one has to be through the regular mode and the other has to be through online distance learning.
In a report to the UGC, the expert panel has suggested that colleges should develop a foolproof plan and follow social distancing norms after they re-open to curb spread of Covid-19.
UGC secretary Rajnish Jain said guidelines for universities and colleges will soon be issued but everything will depend on the local Covid-19 situation.
India’s industrial output growth saw a 10-month low in June, with Index of Industrial Production (IIP) growing by mere 1.5% as against 1.9% in May 2025.

UGC and MHRD need not worry about the global acceptance of final year students of Undergraduate and Post- Graduate of this season if awarded the Degree without any mode of examination for their career, placements and higher education based upon mere Degrees / Certificates because competence of Indian Students / aspirants in Foreign Countries and even by our Central Govt / State Govt, Multinational /Private / Public Sector Companies are not judged and evaluated mere based upon Degrees/ Certificates, everywhere they have faced / shall face challenge of Recruitment Test at several tiers/stages, councelling and many others. Moreover, Govt should endeavour
to creat more employment / job opportunities / work environment indoor / onboard for all degree holders / skilled workers who did’t get any and / or quality source of earnings or job placement in last five years / those who have lost / those will lose job due to Covid-19 shock. Also they are requested to note that shape of
the economy across the globe have already
been challenged / will be challenged drastically by the Covid-19 shock.
UGC is not at all thinking about students who have acquired admission from foreign universities and are planning to travel abroad. How can we waste one whole year?? We will end up losing our admission!!! Please kindly think about us too!!!!!!
seriously what is government trying to prove?
no classes were held,students don’t have notes ,then why are they taking exams?
if classes are not necessary why are colleges taking fees ,why do we even need to enroll in college,if exams can be held without studying? this is what is wrong with Indian educational system, giving value to grades more then the student life.
No is providing pg to students, where wills students live?what about hostels where students have to share room ,mess and toilets, will corona not effect them?if not why don’t you open the parliament rather then giving orders from your AC rooms while cutting yourself from ground reality,what about the students who are placed?what will happen to their offer letters?admission to pg will close till October and results will come in November, why are they wasting one year of students does they not value time of students? what are they even trying to prove? exam is more important then student life?who will take responsibilities of student if god forbids he get infected with corona ?will government incur their bills?they don’t even have enough ventilators ,and still are so redundant to send us to death well

If exam is imposed to the students of universities,in this covid 19 situation then I
feel HRD minister is sending the students to the valley of death.
