Kokotkov, in July, 2019, in New Delhi, with a view to work together for setting up an ICT Centre of Excellence in India bringing in the state-of-the-art technologies from Russia in the field Cyber Security, Artificial Intelligence & Block chain, Quantum Technologies, etc.
An Agreement to this effect was signed between Mr. Tribhuvan Darbari, MD & CEO, TDSPL & Chief Executive, Texmaco Rail, and the Vice President, bee Pitron, Mr. Vadim V Kokotkov, and Mr. Valentin Makarov, President, RUSSOFT Association, Russia. Industry experts from India in emerging technologies, namely, Mr. Pawan Duggal, Dr. Prabhat Kumar, Mr. S.D. Saxena, provided valuable technical inputs for institutionalizing the concept & the idea from Mr. Tribhuvan Darbari of setting up a dedicated ICT Centre for Excellence under the proposed Indo – Russian Joint Venture Initiative.This Centre for Excellence in India under the “Make-in-India’ Program, shall be specifically catering to the emerging requirements of the Indian Defence & Aerospace, Paramilitary and multi sectoral Civilian requirements.
The parties further agreed to work in close collaboration with each other and to actively support each other in offering of the various services as detailed above in the Indian market and for the purposes of commercialization of the offered production and services.

Hence, on one hand we have China building a proxy in Pakistan to pin down and weaken India. On the other hand we have constant “border creep” with the PLA pushing the envelope.
Nothing could be more telling than China’s push into Daulat Beg Oldie when Xi was visiting his chum Modi at Ahmedabad. The PLA felt that India would be disarmed and that it could quietly draw up a new de facto boundary.
If you go as far back as 1962, it was on the back of Mao and Chou en Lai’s visit to India and their entertaining Nehru with Food, Drink and Women at Peking, that China thought India was most vulnerable and made its push into India’s North East Frontier Agency.

1. China shown no sign of backing down even on Sikkim where there was never a historical issue, it is pure and simple geographical escalation. So all the nonsense that BJP cheerleaders talk about the “Wuhan” (yes the same one) summit victory should stand exposed.
2, One of these days one of these pushing and shoving matches will go out of control and we will have a repeat Nathu La of 1967. Then a very competent and aggressive Indian army commander had given the PLA a very fitting reply without even waiting for political sanction.
