There needs to be far greater clarity in the communciation from the CDS staff and by the media when talking about these issues:
1. Functional Training: You can combine some training like the pilots of both IAF and Navy can train together till a certain stage, Same for helicopter pilots of the three services. But unique functions like Artillery and Armor in the Army or Submarines and Surface ships in the Navy are not served in any way by a joint training command.
2. Doctrinal and Strategic Leadership Training: DSSC and other tri-services institutions catering to mid to senior level officers will benefit from a joint training command. But each service has its own specialized higher training institutions as well and sending officers from other services to each other’s higher training institutions works far better than just forcing them under a joint umbrella.
3. Warfighting training at Operational and Tactical Levels: That jointness cannot be taught at a theoretical level but is hands on trainingg in wargames and exercises. Is a Joint trainng command really going to enter the operational domain or leave it to the Theater Commander and his land/air/naval component commanders? Military logic and common sense says the latter.
CDS needs to start issuing such thoughts in documented form for formal discussion among stakeholder and the larger Indian strategic community. This ad hoc ruminating to the media is not brining any clarity/
