Perhaps corporates and individuals should be encouraged to step in and fill gaps, supplying cooked food and dry rations at the most basic level. Some things the sovereign must do. The sheer scale of the requirement is such that the government alone can fund ameliorative measures, leave alone the large stimulus package which it is not in a position to provide. It is not as if these donations by government servants will add up to hundreds of millions of dollars. There is a desperation now visible which was not there when the Ruler of Dubai’s offer of $ 100 million for the Kerala floods was respectfully declined.
