The problem is with the Bihar govt officials particularly the secretary who says that people with various sorts of degrees in engineering from different institutions are responsible for dire infrastructure of the state. Putting the blame on someone and negligence of own responsibility is the distinctive characteristic of government officials. If they are are unable to bring good engineers from any institutions to different govt departments is because the commission has failed to screen and gauge good candidates. Those officials who sits and sips tea all the time while putting fingers on others for utter ignorance of their duty and self assessment of their quality of work, are the breed produced during 80s and 90s when clearing civil service was no were tough as it is today. These breeds of sheer luck and a pinch of hard work during their preparation days compared to present time schools this generation about the quality of candidate they are getting. Sure if they stop their corrupt minds which has become so lustful(about money) and blinded by ego due to power , then Bihar can expect excellent engineers.
