State governments as well as the Centre are preparing for cyclone Yaas that will bring winds with a speed ranging 155-165 kmph and gusting to 185 kmph.
The cyclonic 'depression' was located around 60 km west-southwest of Udaipur in Rajasthan, and 110 km of Deesa in Gujarat, the India Meteorological Department said.
Kuldeep Srivastava, the head of the IMD's regional forecasting center, said the absence of cloud cover is a major reason for such low minimum temperatures this time.
La Nina conditions are favourable for cold wave conditions, while El Nino conditions are unfavourable for it, IMD director general Mrutunjay Mohapatra said.
Rain is expected in the region over the next 4-5 days with Mumbai and Thane likely to witness maximum showers on Friday and Saturday, the Met Department said.
According to IMD data, the overall rainfall in June was 118% of the Long Period Average, which is considered excess rainfall. The Met Department has predicted 103% rainfall of the LPA for July.
