India has a 30-year plan that ends in 2030, to induct 24 submarines including 18 diesel-electric and six nuclear-powered SSNs. Only 6 conventional submarines have been made so far.

Rating democracies is a tricky business. I am only using the simple metric of who in the Indian subcontinent has had the most peaceful, stable, normal political transitions and continuity.
