Chennai, Apr 16 (PTI) Pitching an administrative overhaul of the state machinery, TVK chief Vijay on Thursday unveiled his party’s maiden election manifesto, promising doorstep delivery of benefits of state schemes, and legally mandated timeframes for essential public services.
Steering focus towards administration and decentralisation, the manifesto guarantees the doorstep delivery of benefits of government schemes and promises to legally bind the state to issue essential documents like community and birth certificates within a specified timeframe.
In a novel move to encourage participatory governance, Vijay proposed allocating 10 per cent of district fund expenditures according to public wishes and dedicating a special day in the Legislative Assembly exclusively to debate issues raised directly by the people.
On the economic front, the TVK set a target of building a USD 1.5 trillion economy by 2036. To improve the ease of doing business, the party assured that commercial licenses would be issued within 21 days and promised a special policy to attract investments from the Tamil diaspora.
The manifesto also outlined a Rs 15,000 crore safety net for MSMEs and mandated exclusive master plans for every district to ensure holistic growth.
Addressing long-standing demands of the workforce, Vijay promised a review and restructuring of the Old Pension Scheme (OPS). The party assured the regularisation of all contract workers, including nurses, temporary teachers, and clerks, who have completed five years of continuous service, alongside ensuring equal pay.
The TVK also proposed a legally backed Minimum Support Price (MSP) for fish under the MSME category — an idea proposed for the first time in the country, it is claimed.
He said the proposed MSP will cover varieties such as sardine, mackerel, mullet, prawn and squid.
For farmers, the manifesto promised an MSP of Rs 3,500 per quintal for paddy, Rs 4,500 per tonne for sugarcane, and price stabilisation measures for copra (dried coconut). The manifesto also assured the regularisation of land pattas for individuals occupying government land for years with supporting legal documents.
