Shimla: Amendment bill proposes hike in sealed road fine, permit fee to Rs 10,000

Shimla, Mar 31 (PTI) An amendment bill has proposed steeper fines for driving on sealed and restricted roads in Shimla and increased permit fees for driving on them.

The Shimla Road Users and Pedestrians (Public Safety and Convenience) Amendment Bill 2026 was introduced in the state assembly by Chief Minister Sukhvinder Singh Sukhu on Tuesday.

The amendment proposes a penalty of Rs 5,000-Rs 10,000 for driving on sealed roads without a permit and a fine of Rs 2,000 for violating the terms and conditions of plying on such roads for those with valid permits.

The annual fee for permits for sealed roads is proposed to increase to Rs 10,000 from the current Rs 2,500.

Daily permit would cost Rs 1,000 instead of Rs 200.

The power to issue passes for restricted roads would now vest in the Home Secretary instead of a deputy commissioner. Processing fee for permits would be hiked from Rs 100 to Rs 500.

Police would have the power to reduce the penalty by 50 per cent in case the fine is paid on the spot. PTI BPL VN VN
