‘Not a simple case of suicide.’ Wife of IPS officer seeks prompt arrest of Haryana DGP, Rohtak SP

DGP Shatrujeet Kapur & Rohtak SP Narendra Bijarnia forced her husband to commit suicide, publicly humiliated & harassed him, & conspired to trap him in false cases, she alleges.

Gurugram: Indian Administrative Service (IAS) officer Amneet P. Kumar filed a complaint demanding that an FIR (First Information Report) be registered against the Haryana Police chief and the Rohtak police head in connection with the suicide of her husband V.Puran Kumar.

In her four-page complaint, each bearing her signature, the Indian Police Service (IPS) officer’s wife has also demanded that Director General of Police (DGP) Shatrujeet Kapur and Rohtak Superintendent of Police (SP) Narendra Bijarnia be arrested immediately.

The duo, the IAS officer alleged in her complaint, forced her husband to commit suicide, publicly humiliated and harassed him, and conspired to trap him in false cases.

She has urged the Chandigarh Police to register the FIR immediately, saying that both accused might destroy evidence or influence the investigation, if not arrested soon.

“I, Amneet P. Kumar, IAS (2001 batch, Haryana), am writing this not only as a public servant but as a grieving wife and mother, shaken by the biggest tragedy of our lives. My husband, IPS officer Y. Puran Kumar, was driven to suicide by DGP Shatrujeet Singh Kapur and Rohtak SP Narendra Bijarnia. They should be booked under Section 108 of the Bharatiya Nyaya Sanhita, 2023 (formerly Section 306 of IPC – abetment to suicide) and under the SC/ST (Prevention of Atrocities) Act. Their immediate arrest is necessary because their harassment and provocation led to my husband’s death,” the complaint reads.

ThePrint has a copy of the complaint that was submitted late Wednesday evening at Chandigarh’s Sector 11 police station.

The Print reached Kapur and Bijarnia through WhatsApp and text messages for their comments. The story will be updated once they respond.

Kumar had allegedly shot himself Tuesday at his Sector 11 home in Chandigarh. The 2001-batch IPS officer had left a nine-page suicide note mentioning some top officials and hinting at underlying grievances.

In the complaint, the IAS officer mentioned that she found a copy of the note in Kumar’s laptop bag. On checking the laptop, she added that she found the same note typed on it, which she handed over to the police along with the laptop.

‘Husband faced discrimination’

The IAS officer added that she was on an official visit to Japan when the incident occurred, and she returned immediately upon hearing the news.

She described her husband as “a man of spotless integrity and commitment to public service”.

“For years, he had been systematically humiliated and harassed by senior officers, including the DGP. His pain was evident in the several complaints he had filed—also mentioned in his suicide note—showing that he had been subjected to caste-based discrimination,” she alleged.

The civil servant recalled that her husband had told her about a conspiracy being planned against him on the DGP’s directions—“that false evidence would be fabricated to implicate him in a minor and baseless case”.

A day before Kumar’s death, an extortion case was filed at Rohtak’s Urban Estate police station under Section 308(3) of the Bharatiya Nyaya Sanhita (BNS) against his staff member Sushil, allegedly on the DGP orders.

Amneet alleged that “a well-planned conspiracy” was underway to trap her husband, and this mental pressure drove him to take his life. He had tried to contact the DGP and even called Bijarnia, but the Rohtak SP deliberately did not answer his call, she added.

The civil servant further mentioned the suicide note in which Kumar named several officers responsible for his harassment. “He often spoke to me about this mental torture. Words cannot describe the loss my children and I have suffered—of a husband, a father, and a man whose only fault was his honesty in service. As an officer who upheld the law all his life, I now look to the same system for justice.”

Kumar was subjected to caste-based slurs, excluded from temple prayers inside the police complex, and mentally harassed and humiliated in public—particularly by the DGP, she wrote.

She said that continuous harassment and humiliation amount to abetment, and not just the immediate cause, but the overall circumstances must be investigated. Administrative harassment, she added, can push a person to suicide.

The IAS officer said that the harassment her husband faced due to his Scheduled Caste identity is a serious offence under the SC/ST Act. “This is not a simple case of suicide but the direct result of systematic persecution by powerful senior officers who abused their positions. I am seeking justice not only for my family but for every honest officer who serves with integrity.”

Amneet requested that the FIR be registered against the two police officers and that they be arrested immediately. “They hold powerful positions and may influence the probe, destroy evidence, or manipulate witnesses. Justice should not only be done but seen to be done. My children deserve answers, and my husband’s decades of public service deserve respect, not silence,” she asserted.
