Kerala Speaker frowns upon trend of matters to be raised in House being first disclosed to media

Thiruvananthapuram, Mar 2 (PTI) Kerala Assembly Speaker A N Shamseer on Thursday said there was an increasing trend of spreading in the media details of matters, including adjournment motions, before they were raised in the House and ruled that such practices were against parliamentary etiquette.

The Speaker also ruled that matters related to the Assembly proceedings and its daily business are carried out in accordance with the provisions of the Constitution and the rules of procedure of the House.

“The Chair gives priority to such provisions only and it is unequivocally declared that nothing else influences the Chair. Saying anything to the contrary by misinterpreting the actions of the Chair is extremely regrettable and a breach of parliamentary etiquette,” the Speaker said in his ruling.

The Speaker said that it has come to his attention that in the past few days, statements have been made and press reports circulated misinterpreting decisions taken by the Chair during the Assembly proceedings.

He was apparently referring to the claims of the opposition, especially Congress leader and Leader of Opposition in the Assembly V D Satheesan, that the adjournment motion moved by UDF on Wednesday was declined without citing any reason and under pressure of the ruling Left front in Kerala.

Later, the Speaker told Satheesan that wrongly briefing the media in this manner was not expected from a senior statesman like him.

On Wednesday, the Speaker had denied permission to the UDF’s motion to adjourn the session and discuss the issue of alleged mismanagement in collection of GST and other taxes by the state government. PTI HMP SS SS
