Jharkhand HC asks DGP to furnish SoP on managing demonstrations

Ranchi, Sep 6 (PTI) The Jharkhand High Court on Friday directed Director General of Police Anurag Gupta to furnish a copy of the standard operating procedure to be adopted by the police during demonstrations and dharnas staged in the state capital.

The order came when a division bench of Acting Chief Justice Sujit Narayan Prasad and Justice Arun Kumar Rai was hearing a public interest litigation on erratic traffic in Ranchi.

The bench observed that law and order should be maintained for good governance.

The court said the society should be protected from the mob of demonstrators, there should be fear in their minds of the police and the action that can be taken against them if they go out of hand.

The bench said the administration has prior information of demonstrations and dharnas, and therefore, has ample time to prepare for any kind of emergency.

The demonstrators can be confined at a particular place and an alternate way can be planned to divert traffic which will not affect the general public, it said.

The case will again be heard on September 20.

Peeved at poor traffic management in Ranchi, Jharkhand High Court Justice Sanjay Kumar Dwivedi had on August 27 summoned the DGP and other senior officers to appear in person in the court.

Earlier, Justice Dwivedi was stranded in front of the chief minister‘s residence for a long time on August 23 during the ‘Jan Aakrosh’ rally organised by the BJP.

He had ordered the proceedings of the court held on August 27 to be put before the Acting Chief Justice Prasad to be dealt with as a public interest litigation on traffic management. PTI CORR NAM RBT
