Gurugram: Four days after Inspector General Y. Puran Kumar ended his life in Chandigarh, the associations of Indian Administrative Service (IAS) and Indian Police Service (IPS) officers finally passed a resolution expressing their ‘shock and grief’ on Friday.
The two resolutions, however, show a sharp divide in civil and the police arms of the administration in Haryana on this unfortunate issue.
While the IAS officers have urged the Haryana government and the Chandigarh administration to address the issues raised by Kumar’s wife, IAS officer Amneet P Kumar, the Haryana IPS Officers Association has limited its resolution to the condolences.
“The IPS Officers’ Association (Haryana Cadre) expresses its deep shock and profound grief at the untimely and unfortunate demise of Shri Y. Puran Kumar, IPS. The Association conveys its heartfelt condolences to the bereaved family and prays for eternal peace to the departed soul,” reads the resolution signed by its vice-president Rakesh Arya, a 2003-batch IPS officer, currently posted as IG, State Crime Branch, Haryana.
The resolution read that a delegation of IPS officers, led by ADGP (Telecom, Highways & Traffic) Hardeep Singh Doon met Amneet to personally convey deep and heartfelt condolences on behalf of the police and the association.
“The association stands with the family in this moment of immense sorrow and offers its full support in their hour of grief,” it added.
On the other hand, the Haryana IAS Officers Association went a step ahead by demanding justice for the family, though in a measured tone. It recognised Kumar’s integrity and unwavering commitment to public service in the resolution.
Apart from leaving a note mentioning 15 serving and retired officers for harassment, humiliation and caste-based discrimination, Kumar had named Haryana DGP Shatrujeet Kapur and Rohtak SP Narendra Bijarnia as responsible for abetting his suicide by trying to frame him in a “false case” of corruption.
Notably, Bijarnia had told media that the police had arrested a head constable, the gunner of Kumar, for demanding Rs. 2.5 lakh from a liquor contractor and that the cop has admitted that he demanded money for the deceased IPS officer.
The FIR lodged by the Rohtak police seemingly proved the final trigger for the IPS officer’s suicide.
It is pertinent to note that the IAS officers have demanded a transparent probe into the case registered at Rohtak.
“The Haryana IAS Officers’ Association expresses deep sorrow at the sudden and tragic unnatural death of Y. Puran Kumar. His integrity and unwavering commitment to public service will be remembered with great respect,” the resolution said, adding that it stands in solidarity with the bereaved family..
The Association urged the Haryana government and the Chandigarh administration to address the issues raised by its colleague. Amneet, to the chief minister and to the Station House Officer (SHO), Police Station Sector-11, Chandigarh.
“Further, as submitted by Amneet P. Kumar, in her representation, the FIR no. 319/2025 under Section 308(3) of BNS, 2023 which was registered at the Police Station Urban Estate, Rohtak on 06th October, 2025, (the allegations mentioned therein) needs to be thoroughly investigated in a fair, transparent, and impartial manner, which led to this unfortunate incident,” the IAS Association said.
It also requested the government to provide all possible protection, legal assistance, institutional support, and other necessary aid to Amneet and her family.
The Haryana Civil Services (HCS) Officers Association has already sided with Kumar’s family and had demanded removal of all officers named in the FIR from their posts, temporarily.
