New Delhi, Mar 22 (PTI) The Anti-Corruption Branch (ACB) here on Wednesday arrested three people, including an Inspector of the transport department, for allegedly taking a bribe from a man in order to release his vehicle they impounded, officials said.
According to the complainant, the transport department had challaned his taxi under several sections of the Motor Vehicle Act on Monday and seized it, they said.
Later, as directed by an officer, he appeared before the court and produced relevant documents except the permit of the car. The court imposed a Rs 4,000 penalty on him for not having a valid permit, the officials said.
After he paid the penalty, the court ordered the authorities to release his taxi. But when he reached the impounding pit in Dwarka Sector-22, the transport department officials demanded Rs 3,000 from him in bribe, said Madhur Verma, head of ACB.
The contents of the complaint were vetted and on their basis a raiding team was formed to catch the accused in the act of taking the bribe.
As part of the plan, the complainant was given Rs 3,000 in banknotes laced with phenolphthalein powder.
Around 2.50 pm, the team, along with the complainant, proceeded towards the impounding pit. The complainant approached inspector Vedpal sitting at the office window of the transport department for release of his vehicle.
Vedpal, the in-charge of the impounding pit and also the one supervising the matter, asked him to go into a room nearby and give Rs 1,000 to the staff there, Verma said.
The complainant entered the room where Umesh, Foot Constable (Enforcement), posted in the transport department, was present along with one Aditya Kumar, a civil defence volunteer, they said.
Umesh asked the complainant to give him Rs 1,000 and when the complainant handed over the money, the raiding team rushed to the spot.
Seeing police, Vedpal, Umesh, and Aditya tried to flee, but they were nabbed, the officer said. PTI NIT VN VN
