Bihar govt to sign MoU with Taiyo to boost state’s AI ecosystem

Patna, Aug 19 (PTI) The Bihar government has decided to sign an MoU with Taiyo AI India Pvt Ltd to promote the development of an artificial intelligence ecosystem in the state.

The MoU will facilitate cooperation for achieving the use of AI in various sectors, including support in the development of public infrastructure, project planning, primary assessment, project supervision and implementation.

The decision was taken at a cabinet meeting chaired by Chief Minister Samrat Choudhary here on Wednesday.

The cabinet approved the proposal of the Information Technology Department in this regard.

“With the objective of promoting the development of an AI ecosystem in the state, the Government of Bihar has decided to sign a Memorandum of Understanding (MoU) between Taiyo AI India Private Limited and the Information Technology Department,” according to the proposal.

To make the state a leading state in the field of AI and to develop an AI ecosystem, it is essential to establish partnerships with international technical institutions, it said.

“AI-enabled Public Infrastructure Dashboard will provide early warning indicators for timely detection of delays and cost overruns in projects, thereby helping save public financial resources. Analysis of geospatial data, demographic data and other datasets using AI tools will assist in the planning, building and monitoring of civil infrastructure projects,” the proposal said.

Government officials will be trained in digital governance, while skill-development programmes related to AI and data analytics will be conducted for students, youth and women in the state, it said.

“New possibilities are opening up in the field of artificial intelligence in Bihar. Approval has been granted for the signing of an MoU between Taiyo AI India Private Limited and the Department of Information Technology for the development of the AI ecosystem in the state,” the chief minister said in a post on X.

It’s a significant initiative towards preparing Bihar for the future through technology, innovation, and AI, he said.

The cabinet also approved the proposal to authorise the Bihar State Road Development Corporation Limited (BSRDCL) to implement the Buxar–Bhagalpur 6-lane fully access-controlled Greenfield Expressway project, with a total length of 336.00 km, under the Public Private Partnership mode.

The approval also included obtaining the services of a project Consultant and Transaction Advisor, as well as developing large land parcels along the corridor for economic purposes, said the proposal.

“It’s a major step towards giving new momentum to road connectivity in Bihar,” wrote the CM on approval of this project.

Under the “Chief Minister Private Tube Well Scheme,” a revised administrative approval of Rs 305.60 crore has been granted by the Cabinet for the installation of 11,000 private tube wells across the state in 2026-27.

This is another significant step towards ensuring water access to every field in Bihar, the CM said.

To increase milk production and animal productivity in the state, a proposal concerning “Breed Improvement Scheme” through the Bihar State Milk Co-operative Federation Ltd of the Department of Dairy, Fisheries and Animal Resources was also approved by the Cabinet.

Despite the availability of a large bovine population in the state, milk production per animal is comparatively low, mainly due to the shortage of improved breeds and limited use of modern breeding technologies.

“In view of this, it has been decided to strengthen the bovine breed improvement programme in the state under the Rashtriya Gokul Mission by expanding the use of modern reproductive technologies”, said the proposal of the Department of Dairy, Fisheries and Animal Resources. PTI PKD NN
