Shimla, August 21 (PTI) House operates according to rules, conventions, and established traditions, Himachal Pradesh Assembly Speaker Kuldeep Singh Pathania said on Friday.
He remarked that the proceedings within the House are a matter of privilege, and the Speaker conducts them strictly according to the rules and the constitutional powers vested in him — a practice he is also following.
No single member can dictate how the House should run based on their own perspective, said Pathania while talking with the media after the Assembly proceedings were adjourned on Friday.
The proceedings were adjourned for the day after Opposition raised slogans against the Congress over the Vande Matram issue.
He said the Himachal Pradesh Assembly has its own set of rules and conventions.
House proceedings commence with the National Anthem and conclude with the National Song. He mentioned that on the first day of the Monsoon Session, proceedings began with the National Anthem, after which obituary references were scheduled to take place.
However, opposition members began raising the issue of the National Song.
He emphasised that the House’s rules and procedures are formulated through consensus, and opposition members cannot simply create new rules.
The Speaker said despite his repeated rulings, the opposition members did not listen.
The Leader of the Opposition was also absent from the House today. He explained that conducting the proceedings amidst the uproar was difficult and consequently, the House was adjourned until 11:00 AM on Saturday.
Pathania said while Parliament has enacted a new law regarding the singing of the National Song, that law applies to Central Government institutions or Parliament itself.
