Ranchi, Aug 19 (PTI) All Jharkhand Students Union chief Sudesh Mahto on Wednesday urged Union Coal and Mines Minister G Kishan Reddy to allow Jharkhand to levy cess on mineral-bearing land, saying the amended MMDR Act would cause massive revenue losses to the state.

The amended Mines and Minerals (Development and Regulation) Amendment Act changes the regulations for extracting mines and minerals, whereby states will be restricted from levying additional tax on mineral rights.

Under it, the Centre looks to take under its control the regulation of mineral-bearing lands having mineral contents in accordance with the parameters prescribed under the legislation.

In a letter to Reddy, AJSU chief Mahto said, “The MMDR Amendment Bill, 2026, empowers the Centre to authorise state governments to levy a cess on mineral-bearing land, subject to certain conditions.” “I urge that the Jharkhand government be granted authority to levy a cess on mineral-bearing land with certain conditions,” he said.

Mahto said the revenue generated through the cess collected should be used for creating high-quality school infrastructure, establishing well-equipped health centres, ensuring access to clean drinking water, providing nutritious food to women and girls and delivering basic amenities such as roads and electricity.
