Mumbai: One person was killed three others were injured when a portion of a parapet of an under-construction metro train bridge fell on a running auto-rickshaw and a private car on the LBS Road in Mumbai’s Mulund, officials said.

The Brihanmumbai Municipal Corporation officials said one of the injured people has been admitted to an Intensive Care Unit.

The portion that fell off was part of a 6X4-square-foot parapet on the elevated metro train bridge.

The  Mumbai Metropolitan Region Development Authority, the nodal agency that is executing the metro project, said, “The incident occurred today at approximately 12:15 pm near Pier P196 of Metro Line construction works in the Rajiv (Milan) stretch, close to Mulund Fire Station, where a portion of a parapet segment fell from height and struck a passing auto rickshaw.”

The Metro project team is at the spot, and is working on relief operations and securing the site in coordination with the BMC and disaster management authorities, the MMRDA said.

It said the condition of the injured people is “being monitored and all necessary medical assistance is being extended”.

Maharashtra Chief Minister Devendra Fadanvis ordered a probe into the incident, and also announced ex gratia of Rs 5 lakh to the family of the deceased

Opposition leader and Shiv Sena (UBT) MLA Aaditya Thackeray said, “Life has NO value under the bjp regime. Falling pieces from metro lines, unsafe modes of transport, cars/ bikes falling into open pits with no help for hours. What a shame! Soon a day will come when countries will issue travel warnings for such things in our country too.”

The MMRDA constituted a high-level inquiry committee headed by Basavraj M. Bhadragond, Director (Projects), to investigate the cause of the incident. A detailed report has been sought on priority.

“Certain reports circulating on social media have referred to visuals of a previously flagged location. MMRDA clarifies that the present incident occurred near Pier No. P196, whereas the visuals being circulated pertain to a different and geographically separate location within the corridor. Any suggestion that the incident occurred at the earlier visually flagged site is factually incorrect. Nonetheless, this aspect will also be examined as part of the inquiry to ensure complete transparency,” said Additional Metropolitan Commissioner, MMRDA, Ashwin Mudgal

As an immediate precautionary measure, construction activity at the concerned stretch has been temporarily halted.

Based on prima facie inquiry findings, the MMRDA said it has imposed a penalty on agencies associated with supervision and execution of the work: Rs 5 crore on Contractor-RAJV Milan infra, and Rs 1 crore on the consortium of DB Engineering & Consulting, Hill International Inc and Louis Berger Consulting Private Limited.

Further action will be taken after the investigation, Mudgal said.

An MMRDA Official said, “All medical expenses of the injured will be borne by the MMRDA, and financial assistance to the affected family will be provided on priority as per policy.”
