  1. One’s only submission would be that the executive should not allow a situation to develop where the apex court is compelled to step in. Inevitably, it uses a heavy gavel. The constitutional right to life necessarily includes breathable air, drinkable water. 2. A mechanism for providing financial assistance to farmers, as compensation for using an alternative to burning of stubble, a sharing of costs between Punjab, Haryana, Delhi and the Union. Strict enforcement on the ground. All this could have been done in good time, satisfying the Court that things were improving each year.
