The Economic Survey acknowledged that the bureaucracy needs structural changes to protect honest officers who take bold decisions amid uncertainty. It’s a refreshing break from the past. India’s prosperity has suffered from risk-averse bureaucrats who, lacking clear distinctions between good-faith decision-making and malfeasance, have long shied away from entrepreneurial policymaking.

Does the buck really stop with the bureaucrats. Can they take a call on major policy decisions. It would be great if they could at least be encouraged to advise with complete candour. Recall Demonetisation. Or several decisions during the Covid pandemic that cost precious lives.
There is a tension but it is for them to solve why you are even saying that it is uncomfortable blah blah. I
