The formal appointment of uniformed officers as Additional Secretary and Joint Secretaries in the Department of Military Affairs is a welcome reform. It is aimed at smoothening civil-military functionality and making India’s strategic establishment nimbler. But the lumbering pace of such reform processes continues to be a cause for worry.
