The public conversation around artificial intelligence is dominated by chatbots. Every new model is judged by how fluently it writes, answers questions or generates images. While these applications have introduced AI to millions, they also create a misleading impression that the global AI race is primarily about consumer technology. It is not. The real contest is unfolding far from smartphone screens, in semiconductor fabs, data centres, research laboratories and government strategy rooms. AI has become an instrument of national power, and countries that recognise this shift are investing accordingly.
Like railways in the nineteenth century, oil in the twentieth and semiconductors in the digital era, artificial intelligence is becoming foundational infrastructure. It will influence economic growth, industrial competitiveness, military capability and geopolitical influence. The countries leading AI will not simply build better software; they will shape the rules, standards and technologies that define the global economy.
This explains why governments, not just technology companies, are driving the next phase of AI development. The United States has tightened export controls on advanced chips while investing billions in domestic semiconductor manufacturing and frontier AI research. China has integrated AI into its long-term national strategy, combining investments in computing infrastructure, surveillance technologies and defence applications. Even the European Union, known primarily for regulating technology, is simultaneously pursuing digital sovereignty and indigenous AI capabilities.
These developments underline a simple reality: AI is no longer a niche technology sector. It increasingly underpins healthcare, manufacturing, finance, education, logistics, agriculture and public administration. More importantly, it is transforming national security. AI-enabled intelligence systems can analyse satellite imagery in minutes, autonomous platforms are changing battlefield operations, and cyber defence increasingly relies on machine learning. Future military superiority will depend not only on conventional weapons but also on computational capability.
The foundation of this transformation is not software but compute. Training advanced AI models requires enormous processing power, cutting-edge semiconductor chips, high-performance data centres and reliable energy supplies. This is why the competition for AI leadership has become inseparable from the semiconductor race. Countries that lack access to advanced computing infrastructure will struggle to develop frontier AI models, regardless of their software talent.
For India, this is both a challenge and an opportunity. The IndiaAI Mission and recent semiconductor investments signal growing recognition that AI requires physical infrastructure as much as digital innovation. Yet building computing capacity should be viewed as a long-term strategic priority rather than a technology project. Nations that control compute will increasingly shape the direction of AI itself.
India possesses two other important strengths: data and talent. With one of the world’s largest digital populations, the country generates vast amounts of data across finance, healthcare, agriculture and governance. It also produces globally respected software engineers and entrepreneurs. However, the demand for AI researchers, chip designers and machine learning specialists is expanding far faster than supply. Universities must strengthen interdisciplinary research, modernise curricula and build closer partnerships with industry. Equally important is investing in indigenous language models capable of serving India’s linguistic diversity instead of relying entirely on systems designed primarily for English-speaking users.
National security adds another layer to the AI debate. Dependence on foreign AI platforms in sensitive sectors such as defence, intelligence and critical infrastructure creates strategic vulnerabilities. AI systems are also vulnerable to cyberattacks, data theft and model manipulation. Protecting computational infrastructure and developing trusted domestic capabilities should therefore become integral components of national security policy rather than afterthoughts.
Technology alone, however, will not determine leadership. Governance matters equally. Public trust in AI will depend on how governments address concerns surrounding privacy, algorithmic bias, transparency and accountability. India has an opportunity to avoid both excessive regulation and regulatory neglect by building a framework that encourages innovation while protecting democratic values.
Preparing society for AI is equally important. Most jobs will evolve rather than disappear, making large-scale investments in digital literacy, higher education and continuous reskilling essential. Countries that fail to equip their workforce for AI risk widening inequality even as productivity rises.
The defining question for India is not whether it can build competitive chatbots. It is whether it can build the research institutions, semiconductor capacity, computing infrastructure and skilled workforce needed to become an AI power. The next decade will determine whether India emerges as a creator of frontier technologies or primarily a market for innovations developed elsewhere.
Artificial intelligence is reshaping the global balance of power. Nations that control its infrastructure, talent and governance will enjoy enduring economic and strategic advantages. For India, the AI race is therefore not simply about technology. It is about securing strategic autonomy in a world where intelligence itself is becoming a source of national power.
