How world leaders reacted to Pahalgam terror attack

Trump, Putin, Starmer, Meloni, Netanyahu are among the key voices from across the globe to extend support to India. China & Ukraine have also extended condolences.

New Delhi: The terror attack in Jammu and Kashmir’s Pahalgam Tuesday that claimed at least 26 lives, including tourists and one local resident, has triggered the outpouring of condemnation and solidarity from across the globe.

US President Donald Trump, Russian President Vladimir Putin, UK Prime Minister Keir Starmer, Italian Prime Minister Giorgia Meloni, and Israeli Prime Minister Benjamin Netanyahu are among the key world leaders to react to the incident. China and Ukraine have also extended their condolences.

After PM Modi cut short his trip to Saudi Arabia to fly back to New Delhi in the backdrop of the attack, Saudi Arabia has strongly condemned the attack, calling on countries to “dismantle terrorism infrastructure” where it exists and to bring the perpetrators to justice.

“Both sides strongly condemned the gruesome terror attack in Pahalgam, Jammu and Kashmir on 22 April 2025, which claimed the lives of innocent civilians. In this context, the two sides condemned terrorism and violent extremism in all its forms and manifestations, and emphasised that this remains one of the gravest threats to humanity,” read the joint statement released at the end of Modi’s one-day visit to Jeddah.

Chinese Ambassador to India Xu Feihong took to X Wednesday morning to write: “Shocked by the attack in Pahalgam and condemn. Deep condolences for the victims and sincere sympathies to the injured and the bereaved families. Oppose terrorism of all forms.”

The attack comes at a time when US Vice President J.D. Vance is on a visit to India with his family, He wrote on X, “Usha and I extend our condolences to the victims of the devastating terrorist attack in Pahalgam, India. Over the past few days, we have been overcome with the beauty of this country and its people. Our thoughts and prayers are with them as they mourn this horrific attack.”

Trump expressed solidarity with India on Truth Social. He wrote, “The United States stands strong with India against Terrorism. We pray for the souls of those lost, and for the recovery of the injured. Prime Minister Modi, and the incredible people of India, have our full support and deepest sympathies. Our hearts are with you all!”

Trump also called Modi Tuesday night to convey his condolences at the loss of lives in the terror attack.

Russian President Vladimir Putin addressed Indian President Droupadi Murmu and Prime Minister Modi, offering heartfelt condolences. “There can be no justification for this brutal crime. We expect that its sponsors and perpetrators will be duly punished,” he said.

Ukrainian Minister of Foreign Affairs Andrii Sybiha wrote on X: “When innocent people are killed, it causes unbearable pain. Such violence has no justification. On this grim day, Ukraine stands in solidarity with India. @DrSJaishankar

Keir Starmer, the UK prime minister, also posted on X.

Australian Prime Minister Anthony Albanese expressed his shock, “There is no justification for this violence and Australia condemns it. Our hearts go out to the injured, to those mourning loved ones and to everyone in Australia touched by this terrible news.”

Italian Prime Minister Giorgia Meloni wrote, “I am deeply saddened by the terrorist attack that occurred today in India, which caused numerous victims and affected many families. On behalf of all of Italy, I express condolences to those affected.”

Benjamin Netanyahu, the Israeli prime minister, addressed PM Modi as a “dear friend,” wrote, “I extend condolences to you and the citizens of India. Israel stands against these actions and condemns such heinous acts of terror.”

Esmail Baqaei, spokesperson for the Iranian foreign ministry, described the attack as “a grave crime, in flagrant violation of all international legal and humanitarian norms”.

The UAE also strongly condemned the attack, expressing strong condemnation of the criminal acts, and its permanent rejection of all forms of violence and terrorism aimed at undermining security and stability in contravention of international law, according to statement by the Ministry of Foreign Affairs (MoFA).
