We should be prepared that efforts will be made to ensure that this modest experiment (only 10 joint secretaries are being so recruited) fails. That should not deter the PM from pushing ahead with measures to reform the functioning of government.

Officers should be enboldened to express their true views on the green sheet, so that a considered view can help appropriate decison making in the Ministries.
Monopoly is an inefficient mechanism, as stated in a number economic texts. What happened in the Indian bureucracy is monopolisation of top eheleons by IAS. Personnel from other servives are badly needed at JS and above levels to allow matured and techinically sound decision making.
Recognition of the Government to the need for lateral entry, is a recognition of the inefficiencies of the bureaucratic machinary at top levels. Diversification at top levels will help in sound decision making in the government
