I was horrified when the sealing drive began in Delhi. It was based on a master plan drawn up at a time when New Delhi was a genteel, sarkari town, not the economic equivalent of Bombay that it has now become. Hundreds of thousands of small establishments found themselves not conforming to it, liable to be shut down, putting a large number of jobs at risk. There was a fear the police might have to open fire on crazed people. Later it turned out that the CJI who started this Tughlaqesque enterprise, his son was associated with a firm that ran malls, which would have benefited from the new demand for commercial space. As effective a CM as Sheila Dixit was powerless. Reverse the sequence, map the use of Delhi’s built up areas as they meet the felt needs of its citizens and visitors, let that be the basis for a practical master plan. If this sounds chaotic, We are like that only.

Do you believe that the pollution levels in Delhi do not warrant that industrial pollution should be reduced in residential areas and that is why the courts started the sealing drive as the municipal corporation are not doing so?
