There is a simple reason why migrants aren’t cared for. This is simply because democracy has been reduced to a numbers game. Migrants will always be in minority. And migrants are helpless. They look out for greener pastures better jobs better healthcare, better education and are more concerned with their own survivability rather than in politics of the place. Doesn’t make up for a good electorate. Also, the permanent residence is somewhere across the country and many just can’t afford to move just for voting .
This is a bit like Newton observing the apple fall, and determining that gravity ‘exists’…….a case of stating the obvious !
I would question the very need to conduct this study, or even site it in India…..the above conclusion holds good everywhere, across board, for all democracies.
A politician who gets into a position of power only on the basis of electoral politics, will, and only will, aim to serve the interests of those that ‘might’ vote for him / her , any other expectations from him/her is testament to your naivete.

Firstly know what is Local. A community coming to Sikkim and NE and our 7 Islands of Mobaim / Bombay and makes it big financially through nefarious means, its never honest.
So lets take the shiv sena as an example in Mobaim (Real name for Bombay).
So the SS are form MP originally. They have used outsiders as their political premise. But they themselves are the outsiders. they ar enot Indigenous. I am indigenous to the 7 islands with a genetic heritage of 60,000 years through the national geograophic Genome project and Copper plates. But yes we know the Maratha colonization and their variety of Hindutva. Only create situation to grab land and resources a history they are familiar with.
They help migrants (to us) who are of their community – Nomadic and with no roots or culture. an acquired Hindu culture suddenly makes them superior while the real indigenous are marginalised. Lands encroached for a political support base. The migrants who live in slums give rent hence the money is roiling and political parties are afloat.
Case 2. Sikkim. Notice the bengali Brahmin migrate to Sikkim and land laws conveniently ignored to suit the migrants 9read- Non-indigenous). Then comes indigenous resistance (ULFA) and others who are summarily killed or disbanded through some monopolised law by their own judges and what not in parliament.
