Two valid arguments are put for not counting VVPAT. 1) Delay in declaring the results, 2) The additional cost for associated infrastructure and the counting process. To suffice both of these arguments I have a suggestion. – EC should allow counting of VVPAT for a fee to be paid by the candidate who wants the counting to be done at the time of his/her nomination papers. So that EC can make the necessary arrangements. Counting of VVPAT should not be done before declaring election results. It should be done as an audit within one month after the results had been declared. If the difference is found, the candidate can go to court and claim his victory be restored. This method has one drawback that there is a possibility that the government formed immediately after the results may be seriously impacted and it may fall. But this is an exceptional case.
