In Deemed & Private Universities strict monitoring measures to be adopted for:
#Ph.D. Admissions,
#Including Scrutiny of Entry level relevant qualifications for PhD
#Process of Grant of Ph.D. Degrees,
#Salary of Female faculty members,
#Employment of SC/ST /OBC as per the law
#Employment of faculty with relevant experience & qualification, refer Punjab CAG report on the matter regarding employment of staff without relevant qualification & experience & not submitting records for the audit & UP Technical University’s exam conducted for faculty members wherein after the initial opposition nearly 75 percent faculty members failed.
#Counter check each & every claim by the Universities made on advertisements & websites,
# Qualifications & relevant experience of VCs & Pro VCs (& just not employ retired IAS or Senior Defence Officers, case of Lt Gen, VC of the Central University of Aligarh & its Registrar)
#Cap on Advertisement expenditure & paid news & paid rankings.
# Why are most of the Grade C Universities ranked by Tandon committee are now ranked as Grade A by NAAC but these Universities have not participated in NIRF rankings & All India Swatch Institute rankings if they are so confident & transparent, raising huge doubts.
#Cap on Salary of VCs & other higher officials, as these things are adding on to the fee & burden on the fees, parents etc & education loan defaults are at an all-time high, refer recent RBI report, particularly when Employment of Engineers and MBAs is low and the Salaries are abysmally Down.
#Exam systems as the pass percentages are very very high (Refer the case of 09 Private Universities in Rajasthan, against whom the Enquiry was held)
# compulsory CAG audit of Administration, Finances, Exam systems & not just NAAC type of checking which is full of loopholes despite video recordings which have been doubted.
All these are only precursors of DOOM TO FOLLOW. By grant of Autonomy, Deemed & Private stature the Responsibility of Government Increases and not Decreases or Vanishes.
Imagine the colossal money of parents & society going into these 5-star institutes but standards are nowhere on the global & even Asian Canvass.
